Minutes for Board of Education - Common Council Liaison Committee

Common Council/Board of Education Liaison Committee meeting was called to order by Ald. Cindy Thomas at 4:35 p.m.

MEMBERS PRESENT:                            Alder Isadore Knox (left at 5:25 p.m.), Alder Cindy Thomas, Alder George Twigg, Board of Education Member Lawrie Kobza, Board of Education Member Lucy Mathiak, School District Staff Mary Gulbrandsen (left at 5:55 p.m.)

MEMBERS ABSENT:                              None

STAFF PRESENT:                                 Ann Wilson-Recording Secretary

1. Election of Chair

Lawrie Kobza nominated Lucy Mathiak to serve as chair.  There were no other nominations and the committee agreed by acclamation to name Lucy Mathiak as chair.

2. Public Appearances

There were no public appearances.

3. Approval of Minutes

            It was moved by Cindy Thomas and seconded by Mary Gulbrandsen to approve the minutes of the Common Council/Board of Education Liaison Committee dated March 29, 2006.  Motion unanimously carried.

4. City of Madison Planfor Allied Drive and Impact on Surrounding Neighborhoods

            (Written materials distributed at the meeting:  Presentation on Demographic & Housing Information:  Allied Drive Task Force dated 10/19/05 - attached to the original copy of these minutes.)                                                                                   

           

            Mark Olinger, City of Madison Planning and Development, gave a presentation (From the Ground Up:  A Comprehensive Approach to Neighborhood Building in the Allied Drive Area) and talked about developments since October of 2005.  He shared written demographic information, discussed initiatives taken since last year, purchase of property, and the process that will culminate in a community design process in September.  He noted the real work will begin after ideas are gathered over the four-day charrette.  The focus of the next few months will be to give the neighborhood the sense that something different is possible, what the properties might look like, and to give residents the belief that they can build a high-quality neighborhood that they will be a part of.

            Mary Gulbrandsen asked whether school district staff will have a presence at the charrette.  It was suggested a Board of Education member might be the most appropriate representative.

            DISCUSSION:

· Planning for mixed income housing.

· Mix of family units might result in a stable family neighborhood.  Would be a time for dialog with school district about changing school options.  Some residents want a school in the neighborhood, others do not, and OCR issues remain.  Need stability before revitalization.  Services bring some stability.   Problem with such a small area.

· Would be an improvement to assign schools by buildings or clusters of buildings.

· Not able to do much different for next year, but can plan for five years.  The Learning Center does not plan to pull out next year.

· Will still assign students to four schools this next school year, two after that.  Students assigned to Toki and Memorial, but can continue if already in a sequence.

· Timeline.  Places where families might relocate if they move out of the area.

Lawrie Kobza indicated interest in further discussion at the next meeting about how this low-income area compares with others and if there are any qualitative differences among low-income areas in the city.  She would be interested in knowing the city's perspective on this question.

5.         Communication regarding Polling PlaceAccessibility at Madison Metropolitan School District Schools

            (Written materials provided in advance:  Memorandum from Paul Malischke re: Accessibility at Schools that are used as Polling Places dated 4/18/06; E-mail message from Doug Pearson re: Communication from Paul Malischke dated 6/5/06 - attached to the original copy of these minutes.)

            Mary Gulbrandsen noted that concerns about accessibility for voters at schools have been addressed and Doug Pearson will assure there is clear and appropriate signage at schools.

6.         Next Meeting Date and Future Agenda

            The committee agreed to meet the third Wednesday of each month.  The next meeting is July 19, 2006.  Agenda items will include Allied Drive economic conditions and demographics compared with the rest of the City of Madison, from both the City of Madison and school district perspectives.  Another agenda item will be reductions in crossing guards.

7.         Adjournment

It was moved by Lawrie Kobza and seconded by George Twigg to adjourn the meeting at 6:07 p.m.   Motion unanimously carried by those present.
