The Budget Seminar was called to order by Carol Carstensen at 7 p.m.

1.         Approval of Minutes

Minutes from past meetings were made available – but no action was taken.

2.         Public Appearances

There were no public appearances.

3.         Announcements

Ms. Carstensen reported that the Middleton-Cross Plains School District had settled with its teachers at 5.6% for this year and 5.8% for the next year.

4.         Elementary School Department Budget

Carol reviewed the introductory information on the elementary department.  She provided information about T.E.P., the Glendale 4-year-old pilot program (along with a history of the district's services for 4-year-olds), and the difference between regular Title I and schoolwide Title I.  There was extended discussion about T.E.P. – the transportation issues and the way that services for homeless children are delivered. 

Carol presented the overheads which detailed the Elementary Department budget.  She explained what SAGE was and the various ways that the district has implemented the SAGE program.  She provided basic information about the Tennessee Star program and how that research formed the basis for Wisconsin's SAGE program.  She explained how the Federal Class Size Reduction funds were used to supplement SAGE.

5.         Review of the 2003-04 District Budget

            Moved to next agenda.

6.         Fees Charged to Students by the District

            Moved to next agenda.

7.         Other Business

Carol distributed the list of participants and a chart showing the average salary by employee category.  There were some questions about what was included in the fringe category – which she promised to have for next week.

Information requested for next week:  1) Cost of health insurance by provider; 2) Explanation of  "Collaborative Reform" on the chart of elementary programs.

8.         Adjournment

            The meeting adjourned at 8:58 p.m.  by the unanimous consent of those present.
