The Budget Seminar was called to order by Carol Carstensen at 7:05 p.m.

SEMINAR PARTICIPANTS PRESENT: Matt Calvert, Joan Eggert, Robert Godfrey, Tim Hanson, Nancy Harper, Jill Jokela, Janet Morrow, Don Severson, Mary TeSelle, Lisa Wiese

  1. Approval of Minutes

    Nancy Harper made a motion to accept the minutes from 9/25/03, 10/2/03, and 10/9/03. Mary TeSelle seconded the motion. There were no comments or changes. The motion was passed unanimously.

    There were no announcements.

  1. Secondary School Department Budget
  2. Alternative Sources of Funds for the District
  3. Review of the Finalized 2003-04 Budget

    Carol distributed the packets with the information about the Secondary Department. The group discussed staffing formulas, the allocation of assistant principals and the special circumstances of the two small middle schools. There was considerable discussion about the amount of money each school had for staff development - with a number of people feeling it was quite small. Carol explained that the amount in the Misc/Other category was for money raised, and spent at the local school. The group discussed the budget for extracurricular activities and athletics.

  4. Other Business

    Old Business: Carol distributed the chart showing cost of health insurance premiums and how much the district paid in each case. She explained the self-funding part of the WPS premium. She also indicated that the fringe costs (on the sheet distributed last week) includes the district's portion of health insurance, Social Security and retirement.

    New Business: There were several questions about special education for next time:

    1. Ethnic and racial breakdown of special ed population;
    2. Number and percent in each category of special ed;
    3. Number and percent by grade level; and
    4. Impact of the central assessment system - percentage of those referred who are actually determined to need special educational services.
  5. Adjournment

    The meeting adjourned at 9:10 p.m. by the unanimous consent of those present.
