The Budget Seminar was called to order by Carol Carstensen at 7:04 p.m.

1. Approval of Minutes
It was moved by Robert Godfrey and seconded by Mary TeSelle that the minutes from October 16, October 23, November 6, and November 20, 2003 be approved as distributed. Motion carried unanimously.

There were no announcements.
4. Educational Services Department as it relates to the Budget
Carol presented the information about the Educational Services Department and budget. There were questions about the district's past experience in terms of numbers and percent of students served by this department. The role of Bilingual Resource Specialist (BRS) staff was explained. The (Centrally Coordinated IEP (Individual Educational Plan) System (CCIS) was explained and we looked at a chart which indicated a declining number of placements since CCIS was implemented. There was discussion about the travel money and the special education transportation costs.
5. Business Services Department as it relates to the Budget
Carol began the introduction of the Business Services Department. We looked at the role of the Data Administrator and the functions of the Administrative Services Division. There was considerable discussion about the amount spent for transportation of students to private schools and the amount spent on parent contracts. We talked a little about the legality of charging elementary parents for bus transportation.
Information requested: Charts which will visually show the district's special education numbers over the past decade and the same for English as a Second Language (ESL) numbers.
