The Budget Seminar was called to order by Carol Carstensen at 7:05 p.m.

1. Approval of Minutes
It was moved by Bruce Kahn and seconded by Jill Jokela to approve the minutes of the January 8 and January 15, 2004 minutes with a correction to the January 8 minutes – in the list of those present Bruce Kahn was not present but Mike Cohn was. The motion to approve the minutes as corrected carried unanimously.
2. Public Appearances
There were no public appearances.
3. Announcements
There were no announcements.
4. Human Resources and Teaching and Learning Departments as they relate to the Budget
Human Resources – Carol distributed the packet on the Human Resources Department and began with the transparency of the budget for the department. There was an extended discussion about TERP and amount of sick leave that a teacher can accumulate. The discussion touched on the process the board can use to change items in the Collective Bargaining Agreement.
The packet on the Teaching and Learning Department was distributed but not discussed.
5. Other Business
Carol distributed and discussed the responses to several questions that had been raised in the last two sessions (e.g., historical charts of ESL and EEN populations, number of children riding the yellow buses, expenditures on private school students).
The group got into a discussion about the need for a public relations campaign which educates the public about the good things that are happening in the schools. There was concern that the public is not really aware of the budget problems and what the potential cuts will do to the quality of education in the district. There was a suggestion that the board and/or the superintendent should ask the newspapers for a weekly column to communicate with the public. One area they thought needed more publicity were the many ways that the board and the district have tried to reduce costs for the taxpayers (fees, improved efficiencies, energy reduction strategies, etc.).
