Minutes for Finance and Operations Subcommittee
February 8, 2006

Finance and Operations Subcommittee meeting was called to order by Chair Johnny Winston, Jr. at 3:16 p.m.

MEMBERS PRESENT:                             Jodi Bender Sweeney, Vince Sweeney (left at 4:10 p.m.), Mike Tierney, Johnny Winston, Jr., Jim Zellmer

MEMBERS ABSENT:                               Jim Armstrong, Melanie Schmidt

STAFF PRESENT:                                  Roger Price, Attorney Clarence Sherrod, Ken Syke, Barbara Lehman-Recording Secretary

1.         Approval of Minutes

            It was moved by Jodi Bender Sweeney and seconded by Jim Zellmer to approve the minutes of the Finance and Operations Subcommittee dated November 22, 2005as distributed.  Motion unanimously carried by those present. 

2.         Public Appearances

            There were no public appearances.

3.         Announcements

There were no announcements.

Items 4 and 5 were taken up together.

4.         Explore possible and available financial resources to the MadisonSchool Districtto generate additional revenues

5.         Considering possible changes to Madison School Board Policy 3660, the Board's advertising policy

            Discussion:  Limiting advertising to students.  Jurisdiction over Booster Clubs.  Attorney Sherrod indicated that advertising could be limited in a way that allows for it to be in certain places and certain kinds of advertising. 

            In reference to the list of possible sponsorships and/or advertising venues, each of the members was asked to vote:

            SPONSORSHIPS:

            Adopt a school or program

                        Unanimous

            District publications

                        Discussion:  School newsletters generated by Parent/Teachers Organizations PTOs; the district does not.  Affect on the District's Printing Department. 

                        Unanimous

            Exclusive rights

                        Discussion:  Open-ended.  Separate from other contracts or the completive bid process.  Worth exploring.  Needs more thought or research.  Do not want to alienate other vendors.

           

            Extra-curricular programs

                        Unanimous

            Menus and Food Services calendars

                        Discussion:  Students look at calendars every day.  Have to give everyone a chance but can be limited.  Sponsorship vs. advertising.  How to limit it.  Attorney Sherrod would write and implement the policy.  Policy can have a procedure too.  Financial incentive.  Targeting adults.

            Naming rights (schools, facilities, rooms)

                        Discussion:  No current process in place for naming a school for money.  There is a process for when there is a significant contribution for building or rooms within the buildings with no requirement that it be paid for.  Explore as a major gift; issues of equity.  This lends itself to alumni.  Could exempt the names of the schools.  Could have two procedures - credit or money.  Individuals who give back to the community.

                        No change to anything existing but any new building and any new room is acceptable.

            Newsletters

                        Discussion:  Still many schools that distribute them with no sponsorship.  Directed to parents.

            Printed programs for events (existing)

                        Discussion:  Everyone likes a play.  Clubs are doing it.  Cannot be gray about it.  Right now cannot advertise in or sponsor the yearbooks.  Interested.

            General Discussion:  Policy will be drafted through the Finance and Operations Committee.  Conceptual at this point.  Should be done with the full Board.  Subcommittee should act.  Meet again to get an update on the policy and the specifics.  Nothing directed to the students. 

Vince Sweeney left at this time.

            General Discussion Continued:  Parameters are important.  Need specifics; products and vendors and something for each thing.  Also have to look at any ties to the district's contracts.  Invite to the meeting a person who works with these programs from the State Division of Public Health?  There is a district food group going on now.  Talking about some unknowns.  Subcommittee should move forward.

                        Discussion:  The administration will write the policy and assume everyone is legal right now.

            Signs/displays in athletic arenas (stadiums, fields)

                        Policy will have parameters.  Should include the places that are rented.

            Signs/displays in athletic arenas (gyms, field houses)

                        Discussion:  What about public service announcements?  Scrolling boards?  PSAs are usually non-profit messages about the cause.

            Vehicles (district-owned)

                        Discussion:  Roger Price will check on the subsidy for Metro buses.

            Vending machines (existing)

                        Discussion:  Advertising on the face of the machines.  Flak from public health.  Probably will not have vending in the future.  Can put other things into vending machines.

            Roger Price indicated that the Administration will develop the final documents with the qualifications from this meeting.  Next meeting will take up the parameters.

            It was moved by Jim Zellmer and seconded by Mike Tierney to adjourn the meeting at 4:35 p.m.  Motion unanimously carried by those present.
