The Human Resources Committee meeting was called to order by chair Ray Allen at 5:37 p.m.
MEMBERS PRESENT: Ray Allen, Bill Clingan, Shwaw Vang
MEMBERS ABSENT: None
OTHER BOARD MEMBERS PRESENT: Carol Carstensen, Bill Keys, Juan José López, Ruth Robarts
STAFF PRESENT: Rita Applebaum, Jane Belmore, Mary Gulbrandsen, Bob Nadler, Art Rainwater, Ken Syke, Eddie Thomas, Ann Wilson - Recording Secretary
There were no public appearances.
Art Rainwater announced all doors to the Doyle Building are locked after 5:00 p.m. except the handicapped entrance door from the parking lot. This allows access to Doyle 103 but discourages traffic, for security reasons, to other parts of the building. Signs will be posted with information about how to enter the building.

Minority Teacher Recruitment for Summer School
Rita Applebaum and Eddie Thomas presented the recommendations. Suggestions were made for enhancing or improving the recruitment process:
Discussion: - Outreach is good, but it would be great to have teachers who already know students. - Need good, highly experienced teachers. Hope summer school employment is treated in the contract as a serious part of the school year and work to attract qualified teachers. - If recruitment is not successful for this summer, request plan for the future. - Outreach within the city has been minimal. This plan will help to use resources to inform about the opportunities.
Art Rainwater suggested that Eddie Thomas present a report to the Board of Education on the process for recruitment of minorities in general because there have been changes to that process.
Summer School Principal Selection
Suggestions were made for improving/enhancing the Summer School Principalship:
Discussion: - Principal role is very important. They need to understand district and how it works in order for a successful summer school. Not a place to train leadership. - Much work involved, beginning in January; interns don't have enough time and support to do planning. - Rotation would ensure minority principals would serve at some point. - Job would be like running and planning for a full size school; lottery and rotation would spread job out among principals. - Always a good reason not to do something different; at a point that we need to take risks to do something different. - Have to fundamentally alter the way we do things. - Management needs to reflect diversity. Should be an ongoing major priority for kids. - Find out which minority principals are interested and assign them.
It was moved by Bill Clingan and seconded by Shwaw Vang to accept the recommendations for Minority Teacher Recruitment for Summer School as presented and to accept the recommendations for Summer School Principal Selection with the following modifications: a) eliminate selection of principals by lottery, b) set as a goal that two of the six candidates be minority candidates, and c) if compensation is identified, initiate a summer school internship program for principals. Motion unanimously carried.
There was no other business.
It was moved by Bill Clingan and seconded by Shwaw Vang to adjourn the meeting at 6:35 p.m. Motion unanimously carried.
