Human Resources Committee meeting was called to order by Chair Bill Clingan at 5 p.m.

MEMBERS PRESENT:           Bill Clingan, Johnny Winston, Jr.

MEMBERS ABSENT:             Juan José López

STAFF PRESENT:                Amos Anderson, Jane Belmore, Valencia Douglas, Bob Nadler, Joe Quick, Art Rainwater, Eddie Thomas, Barbara Lehman - Recording Secretary

1.         Approval of Minutes

            It was moved by Johnny Winston, Jr. and seconded by Bill Clingan to approve the minutes from the Human Resources Committee dated November 17, 2003as distributed.  Motion unanimously carried by those present. 

2.         Public Appearances

            There were no public appearances.

3.         Announcements

           There were no announcements.

4.        2005-10 Plan to Recruit New Staff Members

           The PowerPoint presentation and the recruitment packet were distributed (copies are attached to the original of these minutes). 

           Eddie Thomas gave the presentation.  The district is very excited about the incentive package for all new teachers to be aided by commitments from area businesses.  He noted that 35 teachers of color were hired this year out of 208. 

           There was a suggestion to investigate the possibility of gauging the district's retirements and reserving a certain number of teaching slots without over-committing and offering jobs to someone in their junior year of college.  There were some concerns raised about not knowing what positions would be available, completion of practice teaching, and the district's budget situation. 

           Discussion:  The younger a person is in Madison, the more likely they are to be a person of color and more likely to be poor.  The administration used just about all district staff to recruit new employees with Mr. Thomas being the primary person.  The 12.3 percent availability pool is composed of all minorities combined who have the skills. 

           FOLLOW UPInvestigate recruiting college students in their junior year.

            It was moved by Johnny Winston, Jr. and seconded by Bill Clingan to adjourn the meeting at 5:35 p.m.  Motion unanimously carried by those present.
