BOARD OF EDUCATION

Human Resources Committee meeting was called to order by Chair Ruth Robarts at 6:35 p.m.

MEMBERS PRESENT:                          Lawrie Kobza, Ruth Robarts, Shwaw Vang

MEMBERS ABSENT:                            None

OTHER BOARD MEMBERS PRESENT:     Carol Carstensen, Arlene Silveira

1.         Approval of Minutes

            It was moved by Lawrie Kobza and seconded by Shwaw Vang to approve the minutes of the Human Resources Committee meeting dated November 27, 2006(revised) and December 18, 2006as distributed.  Motion unanimously carried. 

2.         Public Appearances

           

            Don Severson, Active Citizens for Education (ACE), had questions and recommendations relative to the proposed salary survey:  what are the objectives related to the 2007-08 budget; is this information to be used for that or not?  How the performance analysis criteria to determine pay scale, etc., will be analyzed.  With regard to examining the salary schedule in relationship to fully competent performers - what about the range as it would exist?  Methodology - #3 seems there are preconceived conclusions and that it should be equal to data from other sources; should look at comparables and ranges.   Why the presumption to make recommendations to becoming a leader in the pay scale?  What if it is found that others are lower?  Numbers 4 of 5 of the methodology - more appropriate to obtain data.  He strongly suggested that the committee put out a Request for Proposals and get a range of providers from which to choose.

4.        Salary Survey for MMSD Administrative Staff

           (Packets included background/recommendation information (12/27/06) and a cost estimate to conduct an administrator pay analysis study from The Archer Company.  Copies are attached to the original of these minutes.)

            A proposed modification to the administrator pay analysis study, including the study objective and methodology, was e-mailed by Ms. Kobza to committee members earlier in the day and a hard copy was distributed prior to this meeting (a copy is attached to the original of these minutes). 

            Ms. Robarts reported that last June when the Board considered goals for each of the committees, one of those that came to Human Resources was to take a total look at the administrator pay system.  Bob Nadler put together a summary of the many things that a study of the pay system could handle and has had some discussions with providers.  Today Ms. Kobza sent the committee a proposed modification of the goals for the study.  Mr. Nadler indicated that they would go with the district's current salary analysis provider or put out a Request for Proposals as the Board wished.

DISCUSSION:

· A Request for Proposal process would be complete in a minimum of 60 days from the day the full Board meets to approve such a request.

· Information from Archer was very helpful in setting up the proposed study and methodology. 

· Proposed modification goes through the different areas to be analyzed and looks more at the salary structure.  The methodology has the provider coming back to the Board with answers to questions that they would ask other districts.  It also has the final report coming before the Human Resources Committee before going to the full Board.

· Study will be very helpful as the Board moves forward, particularly in placing new administrative hires to replace people who have announced their retirements. 

· Assume Archer will be one of the providers who will respond to the Request for Proposals.

It was moved by Lawrie Kobza and seconded by Shwaw Vang that the Human Resources Committee recommend to the full Board to put out a Request for Proposals to conduct the administrator pay analysis similar to the written information provided at this meeting by Ms. Kobza.  Motion unanimously carried. 

FOLLOW UP:  Administration will get more information to the Board within the next few days relative to cost for the analysis.

6.        Adjournment

            It was moved by Shwaw Vang and seconded by Lawrie Kobza to adjourn the meeting at 6:47 p.m.  Motion unanimously carried.
