Human Resources Committee meeting was called to order by Chair Johnny Winston, Jr.  at 6:37 p.m.

1. Approval of Minutes

It was moved by Lawrie Kobza and seconded by Johnny Winston, Jr.  to approve the Human Resources Committee minutes dated March 5, 2007as distributed.  Motion unanimously carried by those present.

4.        Administrative Pay Study

           (Written materials provided in advance:  The Archer Company Report on the Madison Metropolitan School District Administrator Compensation Survey - attached to the original of these minutes.)

              Bob Nadler stated the Archer Company was selected through the RFP process to conduct an administrator compensation survey and report the results.  Jim Hughes of the Archer Company presented an overview of the information in the report (copy of PowerPoint presentation attached to the original of these minutes).  He noted the objective of the study was to determine how the school district's administrator pay and benefits structure and policies compared with other selected school districts in Wisconsin and to recommend what could be done to make the district a leader in administrator compensation.  Mr. Hughes noted the difficulty comparing the administrator pay structure with the other districts surveyed because they varied a great deal.  He reviewed the survey findings and recommendations.

           DISCUSSION:

· Administrator retention is high.  Most administrators who leave do so because of performance issues.

· Performance appraisal on a regular basis and improvement plans are a leadership indicator.

· Find pay schedule to be confusing - ranges, movement on steps, no maximum, rely on the Superintendent to evaluate - no Board involvement.  Board has little control over this category of the budget, confined by two-year contracts.  Not comfortable keeping the pay plan the way it is without clarification.  Need maximum to be able to control the budget.

· Setting a merit maximum that would provide some control, at a level that would not harm current administrators.

· Has been a history of restructuring jobs to meet needs.

· Mechanisms that other districts may use to contain costs, e.g., broad pay ranges, lump-sum payments not added to the base.

· Negotiating for top positions, competition for candidates.

· Assistant Principal and Principal salaries - compare annual rate instead of daily rate (with other districts).  MMSD salaries lower, but work fewer days.

· Consider changes that would eliminate too-low bottom ranges and a cap for merit.  If not hiring at bottom ranges, could have fewer steps.

· Concerns about being able to hire good candidates at the highest levels.

           FOLLOW-UP:

· Data about the levels attained by retiring administrators.

           Discussion of the administrator compensation survey and questions raised will continue at the next meeting.
