Human Resources Committee meeting was called to order by Chair Johnny Winston, Jr. at 5 p.m.

1. Approval of Minutes

It was moved by Lawrie Kobza and seconded by Beth Moss to approve the Human Resources Committee minutes dated October 22, 2007.  Motion unanimously carried.

4.        Administrator Pay Study and Recommendations

           (Written materials provided in advance:  memorandum from Bob Nadler dated 11/8/07 re: Administrative Salary Survey; various salary schedules; revised Human Resources Policy 9.04; memorandum from Bob Nadler dated 11/15/07 re: Updated Charts - Archer Report; revised page 5 from the previous report - attached to the original copy of these minutes.)

              Bob Nadler reviewed the information contained in his memorandum dated November 8, 2007 which responds to recommendations in the Archer Study and those made by committee members at the last meeting.  He reviewed each of the pieces of information in the packet.  Board members also received in their information packets confidential information about the administrators who are currently below Step 5 and the cost of moving them to Step 5 on December 16, 2007 as a suggested implementation date.  There was also information about placement of all administrators on the new schedule and the cost with a recommended adjustment date of July 1, 2008.

           DISCUSSION:

· When hiring, use only salary schedule information, not merit.  Do talk informally about merit pay potential.  Salary is not negotiable but superintendent can determine where to place new hire on the schedule.

· Merit pay is capped at Step 4 unless approved for an individual by the board.

· Important that all supervisory staff do a good job of evaluation.  Human Resources Department staff makes an effort to work as a team with supervisors to administer evaluations as consistently as possible.  Appraisal system and documents are in place.

· Qualified Economic Offer (QEO) caps administrator salaries; cannot exceed the teacher total package from the year before.

· Funds are set aside for salary schedule changes.

           Mr. Nadler then reviewed the information in his memorandum dated 11/15/07.  These are reports taken from the Archer Study, updated to reflect the proposed new administrator salary schedule.  He noted the reports show that district wages become more competitive when the new schedule is reflected.  A factor to keep in mind when comparing the MMSD with other districts is that other districts may have other compensation in addition to their salary and the MMSD does not.  A revised page 4 was distributed (to correct a typographical error). 

           It was recommended there be periodic review of the Salary Schedule, perhaps every three to five years, and that this review be included in Human Resources policy.  This could be included as part of the changes that are being made now to Policy 9.04.

           It was moved by Lawrie Kobza and seconded by Beth Moss to approve the revisions to Human Resources Policy 9.04 and the administrator salary schedule as provided in the memorandum  dated 11/8/07.  Motion unanimously carried.

5.        Human Resources Annual Report

              (Written material provided in advance:  MMSD Human Resources Annual Report 2006-07 - attached to the original of these minutes.)

           Bob Nadler provided highlights for each of the Human Resources Divisions during 2006-07 - Administration, Benefits, Employment, Labor Relations, Recruitment and Payroll.  One theme that affected all divisions is continued implementation and modification of the Lawson Human Resources Information System.
