Legislative Committee meeting was called to order by Carol Carstensen at 5:32 p.m.
MEMBERS PRESENT: Board Members Carol Carstensen and Bill Clingan
Citizen Members Erica Laughlin and Tim Saterfield

1. Approval of Minutes
It was moved by Erica Laughlin and seconded by Tim Saterfield to approve the minutes of the Legislative Committee meeting dated December 6, 2004 with one correction - to change Erica Rosch to Erica Laughlin. Motion unanimously carried by those present.

4. Governor Doyle's 2005-2007 Biennial Budget

Joe Quick explained and answered questions about the School Finance and Educational/Student Resources issues he presented in written form. He noted the Finance Committee would be holding five hearings around the state. The hearing in Madison will be on March 17 from 10 a.m. to 5 p.m. at the State Capitol. He anticipates the Joint Finance Committee will make its recommendations to the Legislature around Memorial Day and that there will not be many changes to their proposed budget until the Governor receives it. Fourteen items, mostly in the Educational package, came as a result of recommendations of the Governor's Task Force on Educational Excellence.
In response to a question about how important it would be to have testimonials at the hearing, Joe Quick responded that the Wisconsin Association of School Boards is holding its annual Day at the Capitol on March 16. Their plan is to have school administrators meet with legislators on that day before the hearing. Writing letters to the co-chairs of the Joint Finance Committee would be an effective way to communicate as an alternative to attending the hearings.
