Minutes for Community Partnerships
June 27, 2005

Partnerships Committee meeting was called to order by Lawrie Kobza at 5:35 p.m.

MEMBERS PRESENT:                          Board Members Lawrie Kobza, Ruth Robarts and Johnny Winston, Jr.

1. Approval of Minutes

It was moved by Ruth Robarts and seconded by Johnny Winston, Jr.  to approve the minutes of the Partnerships Committee meetings dated April 18 and May 2, 2005.  Motion unanimously carried by those present.

2. Public Appearances

Dick Adam, Purgolder Booster Club, thanked the Board for saving the full-time athletic director allocations and spoke in support of an all city athletic pass.  He urged using the East booster pass as a model and to make a decision quickly.

Peter Oppeweer, Purgolder Booster Club, supported the athletic booster pass but requested it continue at its current level of $30.

Dave Flanagan supported the athletic booster pass system at East and encouraged that it continue with no changes but that other schools also be able to use it.

Hardin Coleman, Friends of West High School, submitted written information that outlines plans for Friends of West High School Soccer to create a permanent funding source for two boys and girls junior varsity teams at West High School.  He urged setting policy and rules for this type of activity so that interested people can submit a proposal.

Darsi Foss supported the Friends of West High School Soccer proposal and urged the board to think creatively in tough times so that kids can stay on the soccer fields.

Jim Dunn supported the East athletic pass and asked that the booster club be given a one-year opportunity to study it as a mechanism for keeping parents involved.

Written Registrations - There were eight written registrations in support of the Friends of West High School Soccer proposal for junior varsity soccer teams at West High School.

3. Announcements

There were no announcements.

4. Outside Funding for the MadisonMetropolitanSchool DistrictJunior Varsity Soccer Program

(Written materials provided:  Memorandum to Art Rainwater from Friends of West High School Soccer re: JV Gold Soccer dated June 23, 2005, attached to the original of these minutes.)

It was moved by Johnny Winston, Jr. and seconded by Ruth Robarts to approve outside funding for the Madison Metropolitan School District Junior Varsity Soccer Program for boys and girls at West High School.

Lawrie Kobza offered a friendly amendment to add that it be for one year, 2005-06.  The amendment was accepted as friendly.

DISCUSSION/COMMENTS:

· Has to be district-wide funding that allows it at the school with interest, not the school with parents who can fund; should not create inequities among schools; not start down the road of special fund raising for special teams.  Other issues not yet talked about - like parents paying for coaches and their child doesn't get to play.

· Is a rule to apply for that.

· Need to have an across-the-board discussion about local school fund raising - in all areas - fine arts, drama, playgrounds.

· Don't see the difference between this and paying other fees.  Need policies in place; will be too late for West High parents; they can't wait.

· Openly moving to privatization, inevitably inequitable.  All parents and students should be supported equally.

· Equity does not mean equal.  Are in a difficult situation re: money.  Want to support opportunities students can't get through the regular budget.

· Supporting an identified number of teams; concern about other schools; concern about educational aspect of competitive sports for children.

            The motion as amended was unanimously carried by those present.

5. Athletic Department Study Committee's Report on the MMSD Athletic Program

(Written materials provided:  Athletic Department Study Committee Final Report dated April 2005, Memorandum from Art Rainwater re: Reactions and Recommendations from the Athletic Study Group dated June 23, 2005 - both attached to the original set of these minutes.)

In a written memorandum, Art Rainwater provided an update and any recommendations on each of the recommendations included in the Athletic Department Study Committee's report.  One of those recommendations requires Board action:  "The Administration recommends that the Board of Education authorize the booster clubs of each high school to sell a booster club membership card for $80.00  The membership card will entitle the purchaser to admission at any regular season MMSD athletic event.  The District will receive $50 of each membership sold and the booster club will retain $30."  Booster clubs need a decision soon so they can plan and implement for the fall.

DISCUSSION/COMMENTS:

· Concern about central coordination - Teaching and Learning Coordinator will assume responsibility.

· Budget projection - based on gate receipts for last year.

· Other schools were involved in Athletic Department Study Committee discussions.  Action would allow and does not require participation.

It was moved by Ruth Robarts and seconded by Barbara Schrank to authorize East High School to continue to sell the athletic booster club pass for $30.

DISCUSSION/COMMENTS:

· Does not address district-wide issue.

· If the pass is lowered to $30 district-wide, gate receipts would go down.

· Would be burden on current practice.  East would lose and no other school would gain.

· Creates extra level of work for out-of-city games.  Not so much administration if only home games.

· Booster club could track and provide better information in a year.

· Set a basic price that can be used by all schools, like $30/$35 for single; $50 all.

· Raising fees defeats the purpose of bringing in new parents; some can't afford to attend.

Johnny Winston, Jr. offered a friendly amendment to limit the booster club pass to home games for one year until more information is known about administrative costs.  The motion was not seconded.

It was moved by Ruth Robarts and seconded by Barbara Schrank to amend her motion so that in 2005-06 all four high school booster clubs may offer memberships that include free entry into own school team games at the following prices:  $30/single ($10 returned to the district general fund), $50/double ($20 returned to the district general fund), and that the memberships/budget would be monitored to provide more information for this one year.  Motion unanimously carried by those present.

6.         Administration's Fine Arts Committee's Report on an Equity Plan for all MMSD Students to Benefit from the MMSD's and the Community's Fine Arts Programs

           

            Discussion was postponed until July 11.

7.         Other Business

There was no other business.

8.         Adjournment

It was moved by Ruth Robarts and seconded by Johnny Winston, Jr.  to adjourn the meeting at 7:30 p.m.  Motion unanimously carried by those present.
