Partnerships Committee meeting was called to order by Chair Lawrie Kobza at 5:17 p.m.

1. Approval of Minutes

It was moved by Johnny Winston, Jr. and seconded by Ruth Robarts to approve the minutes of the Partnerships Committee dated July 11, 2005 as distributed.  Motion unanimously carried.

4.         After School Task Force Recommendations regarding MMSD's After School Programs

            (Packets included the recommendations (8/17/05), the After School Advisory Board guidelines, the charge statements with the recommendations of the Task Force and the Administration, and the MMSD Guidelines for After School Child Care.  Copies are attached to the original of these minutes.)

            Ms. Fritz noted that the Task Force met several more times to eliminate any discrepancies between the Task Force recommendations and those of the Administration.  All the issues were resolved.  She highlighted the written materials included in the packet.  The Task Force worked diligently to increase collaboration among after school providers, the district, and families.  A regular communication system was developed, an advisory board was created, and a regular evaluation process was developed which could begin as early as November this year in conjunction with the district's Planning/Research and Evaluation Department.  Part of the work of the Advisory Board will be to create an endowment fund through the Madison Community Foundation and look for other creative funding; minor changes were made to the membership.  The principal will have the final say in who the providers are at their schools and the guidelines should help facilitate regular communication with a focus on the need for after school programming.  The Task Force recommended the continuation of support from the district through reduced rental rates and the commitment to after school programming making it accessible and affordable. 

            Ms. Jenny reported that the After School Guidelines were meant to be used as a tool for everyone She reviewed the parts enhanced by the Task Force.  Much time was spent on the communication process and they felt confident and positive about the process ensuring ongoing, structured communication between the principal and after school providers and with the Advisory Board.  They were recommending a change in Board policy regarding licensing requirements. 

            The Task Force will meet one last time to formulate the next steps and get the Advisory Board up and running and get the guidelines presented to the building principals and the providers.

            Discussion:  What constitutes a waiting list and how providers create them.  Space and storage issues.  Availability of scholarships.  Ongoing efforts to best serve all children collaboratively.  After school programs very closely mirror the school populations.  Recruiting children who are at risk and children of color.  Providers who are not located in district facilities.  Programs in community centers.  Formalizing the referral of people who are unable to finance after school care.  District cannot finance serving all those who need after school care.  Making the status quo work as best as it can.  What the MSCR budget includes and other revenues.  Development of the MSCR after school child care budget.  Schools that have Safe Haven programs.  Safe Haven fees compared to private providers.  Use of the guidelines by the Advisory Board, the principals and providers, and their inclusion in the administrators handbook and on the web site. Communications between the Superintendent and the Executive Directors of the private providers.  Advisory Board reporting to the Board of Education once per year. 

            It was moved by Barbara Schrank and seconded by Carl Silverman to approve the proposed changes to Board Policy 6490 (Appendix B—in red ink).  Motion unanimously carried.

            It was moved by Ruth Robarts and seconded by Barbara Schrank to approve the MMSD Guidelines for After School Care (Appendix B), pp. 1-5.  Motion unanimously carried. 

            It was moved by Ruth Robarts and seconded by Barbara Schrank to adopt Appendix A—After School Advisory Board, pp. 1-4. 

            Discussion:  Working through how membership is going to be selected.  After School Task Force will make recommendations to the Administration.  When there is a vacancy, the Advisory Board itself will make its own recommendations. 

                        Barbara Schrank proposed a friendly amendment to modify Appendix A to clarify that the term of the members on the Advisory Board are staggered for two years and that the initial membership will be based upon recommendations from the existing After School Task Force members.  Accepted as friendly by Ruth Robarts. 

                        The motion, as amended, carried unanimously.

It was moved by Ruth Robarts and seconded by Johnny Winston, Jr. to adjourn the meeting at 6:08 p.m.   Motion unanimously carried.
