BOARD OF EDUCATION
Minutes for Community Partnerships
July 10, 2006

Community Partnerships Committee meeting was called to order by Chair Lucy Mathiak at 5:02 p.m.

1. Approval of Minutes

It was moved by Arlene Silveira and seconded by Barbara Shrank to approve the minutes of the Community Partnerships Committee meeting dated February 20, 2006.  Barbara Shrank noted that she should not be recorded as present at that meeting.  Motion to approve the minutes as corrected was unanimously carried by those present.

2. Public Appearances

Pamela Mather, representing the Steering Committee for Midvale Plaza Redevelopment, brought attention to how that redevelopment will affect and increase already present concerns about traffic flow at Cherokee and Midvale Schools.  She provided written information (attached to the original of these minutes) and urged Committee members to voice their concerns to the Mayor.

4. Introduction of the Members of the Committee

            Committee members and other Board members introduced themselves.

5. Community Partnerships Goals and Activities for 2006-2007

(Written materials provided at the meeting:  an article entitled, "Characteristics of Successful Schools - Family/School/Community Partnerships" and a sample survey from the Wisconsin DPI website - both attached to the original set of these minutes.)

Lucy Mathiak referenced the general goals for the Board of Education and this committee developed in a Board Workshop on June 19.  The two major goals identified were parents and community as partners in student success and community programs.  She felt the committee might take a "big picture" look at how the district works with parents as partners and assess how well that is working.

            DISCUSSION:

· The need has been expressed.  Need vehicles for parents and community to express ideas, find information.  Parent advisory groups have been helpful in the past for giving information and receiving input.  Many benefits to receiving parent input.  Need to identify the right tools, the right questions; focus on getting the information that is important.

· Groups have been initiated by both parents and the district.

· Need to identify methods to hear voices beyond those usually heard.  Need to be flexible to reach target audiences.

· Achievement gaps seem to be an issue.  Identify issues as a means to identifying groups.

· Would like a model where parents come to the district with concerns instead of the district asking.  Identify ways to connect with people who are advocating.

· Have been concerted efforts by the district to connect with parents.  Still much work to do.

· Churches can be a vehicle.  Some need a bridge through community group in order to be comfortable to talk.  Don't want pointless complaining session.

· Connections and staff at neighborhood centers are a good resource.

· PTO messages are a resource.  Superintendent's evaluation materials contain a list of partnerships.  Develop a best practice model of ways to get similar information out.

· Identify ways the Community Partnerships and Communications Committees can work together.

· How does MSCR fit in?

            Another suggested topic for discussion by the committee is the development of recommendations for a process to allocate and evaluate grants to community groups.  Questions have been raised about how groups applied, how they were selected, and how they tied in with the budget process.

           

6.         Establish Regular Meeting Schedule for the 2006-07 School Year

            The committee decided to meet regularly at 5 p.m. on the second Monday of the month beginning in September.  The August meeting was set for August 21 at 5 p.m.

7.         Set Agenda Items and Establish a List of Agenda Items on which the Community Partnerships Committee will take Action

           

            FOLLOW-UP:

· Provide the information about a study done in the context of the K-12 Evaluation process that set up a framework for ways to involve parents.

· Provide information about AOD violence and prevention grants tool for surveying parents, now used as part of the SIP process.

· Resend the Wisconsin Idea grants information.

· Provide partnerships information from documentation re: evaluation of the Superintendent.

            Mary Gulbrandsen asked whether the Committee will be interested in presentations.  As examples, she suggested Play and Learn, Launching Into Literacy and Math, and virtual online learning.  Lucy Mathiak responded that she would like to schedule visits rather than have formal presentations.

            NEXT STEPS:

· Work with staff to help identify organizations - those we are currently working with and new ones.

· Think about components of a sensible plan for communication that reaches out to those we hear from and those we do not.

· Identify what is known to be successful, our community partners, and review models.

· For the process for receiving grant proposals from community groups, identify partnerships that already exist, identify reports that are received.

It was moved by Barbara Schrank and seconded by Arlene Silveira to adjourn the meeting at 6:01 p.m.  Motion unanimously carried by those present.
