| BOARD OF EDUCATION Minutes for Student Senate December 5, 2006 |

1. Presentation by Joe Quick, MMSD Legislative Liaison
Impressed upon students the importance of voting. Explained that the 18 to 24 year old demographic group has traditionally had lower voting rates than other age groups. That changed in 2004 and even more in 2006. Younger persons are becoming more influential in politics.
Reviewed legislative issues that the Senate may want to become involved in this school year. The state legislative Joint Finance Committee will hold public hearings will occur on the biennial budget sometime between mid-March and mid-April. Student Senate members, or students in general, may want to testify.
Student Senate will be notified when the hearing schedule is set by the Joint Finance Committee of the state legislature for purpose of reviewing the biennial budget bill. Student Senate may wish to take an opinion on the budget and participate in the hearing process.
Mr. Quick explained that he would help any Senate members who wish to participate in other legislative issues including written positions or meeting with legislators to discuss issues.

The following Senate members expressed an interest in running for election to the Executive Committee:

3. Board Liaison Report
Joe provided an update on Board discussions.
4. Review of Expulsion Procedures
Questions/concerns raised by Senate:
Is race used when considering whether or not to suspend a student, are decisions to not suspend being motivated by not wanting to increase suspension rates among certain demographic subgroups?
Should expungements be used at all, or just in certain cases?
Should expelled students receive some academic support?
Should students be suspended if they get a pass on things like taking a test?
Some students get kicked out of in school suspension to "earn" an out of school suspension.
Shabazz uses a form of restorative justice now; they do not tolerate any form of fighting; AODA issues get one chance.
What can the Senate do about this really? The Senate will be one of the groups sought for input.
Can Shabazz bring their procedure to discuss with the Senate at the next meeting?
Bring some other district staff to the meeting.
5. Shabazz Lunch Program Update
Currently working on the safety policy including entrances being open.
Principal Schultz has met with the vending machine vendor, but no changes have been made as of now.
6. MSCR Program Update
Lussier Center being used for additionazl program options.
Volleyball league getting started. Looking for more teams.
