Special Meeting of the Board of Education-Workshop was called to order by President Bill Keys at 6:17 p.m.
MEMBERS PRESENT: Ray Allen, Carol Carstensen, Bill Clingan, Bill Keys, Juan José López, Ruth Robarts, Shwaw Vang

STAFF PRESENT: Jane Belmore, Mary Gulbrandsen, Roger Price, Joe Quick, Art Rainwater, Donna Williams, Ann Wilson-Recording Secretary
1. Approval of Minutes
It was moved by Juan José López and seconded by Carol Carstensen to approve the minutes for the Special Meeting-Workshop dated December 8, 2003. Motion unanimously carried.

3. Forecast and Approach to the 2004-05 Budget
Roger Price reported that the plan for this meeting had been to present a "same service" budget and an update on the amount that would represent the gap between that budget and funding allowed under the revenue cap, but the budget team had not been able to complete that task. They hope to have all of the information by the end of this week. Part of the reason for the delay is the implementation of new software for the budgeting module requiring new processes and methods at the same time the budget is being developed. He highlighted some of the activities, including a separate analysis of all revenues, account-by-account; all department heads were involved in calculating non-salary needs from scratch; locating non-FTE salaries/fringes by activity and calculating absolute numbers; and calculating FTE salaries on an individual basis using actual numbers. When completed, the district will have a solid, detailed budget and eight years of data will be available that will allow for better analysis in the future.
It was suggested another meeting be scheduled March 8 to receive the information about the same service budget and projected deficit.
Roger Price noted the Board will receive the 2004-05 proposed budget on March 15. Carol Carstensen noted three opportunities are scheduled to receive public input (March 18, 25 and 31). The beginning time for the March 18 meeting was changed to 5 p.m. and designated as an opportunity for staff to speak with the Board. All three of the sessions will be videotaped. Roger Price presented a proposed format for responding to questions about the budget posed by Board members (attached to the original of these minutes). Suggestions by Board members included considering to allow more than the usual three minutes per person to speak, providing translators in Hmong and Spanish to assist as people sign up to register or submit written statements, and providing updated information on the website.
There was discussion about the process for responding to requests for information. Board members indicated they would like to receive the questions asked by all members of the board, a response from the administration that indicates the anticipated amount of work/time required to provide the information, and a copy of the response. The format proposed by Mr. Price may be too extensive and provide more information than is required by Board members.
Follow-Up: Carol Carstensen indicated she had not received responses from Board members regarding a draft of questions related to fees. She will re-send the questions electronically to Board members.
Ray Allen requested that previous budget documents be available at the Doyle Building so that Board members could easily access them.
4. Public Appearances
Due to lack of time, Bill Keys announced that any persons who had registered to speak at this meeting would be first to speak at the Regular Board of Education meeting this evening.

There was no other business.

It was moved by Juan José López and seconded by Carol Carstensen to adjourn the meeting at 7:11 p.m. Motion unanimously carried.
