"Times New Roman"'>President Bill Keys called the Special Meeting to order in open session at 5:15 p.m.

MEMBERS PRESENT:        Carol Carstensen, Bill Clingan, Bill Keys, Juan José López, Ruth Robarts, Shwaw Vang

MEMBERS ABSENT:          Ray Allen

STAFF PRESENT:             Marianne Moss, Bob Nadler, Margaret Planner, Art Rainwater, Attorney Clarence Sherrod, Carolyn Stanford-Taylor

OPEN SESSION

2.         Approval of Minutes

It was moved by Juan José López and seconded by Ruth Robarts to approve the minutes of the Special Board meeting in open session dated January 12, 2004as distributed.  Motion unanimously carried by those present. 

3.        Public Appearances

There were no public appearances.

4.         Projected Deficit for the 2004-05 Budget

           

            It was moved by Ruth Robarts and seconded by Carol Carstensen to authorize the Superintendent to release to the Press the document that shows the budget deficit for next year.  Motion unanimously carried by those present. 

            Discussion:  Reason for difference of $600,000 from the original number.  Verified that the gap is correct at $9.9 million between the same service budget and the revenue cap.  Information will be included on the web site.  The balanced budget will include service reduction recommendations to cover the gap and will be delivered in next Thursday's packet.  Issue of whether or not to have an overview prior to the hearings.  How the process will play out.  When the document is released to the Board, the administration will be meeting with the principals, and the packet will go to the press at that time.  Confirmed that, if everything remains the same, the gap will be $6 to $7 million per year every year.  Confirmed that the gap is about $9 million this year because of the one-time referendum.  Problem with scheduling a dismissal hearing on the same night as receiving the budget numbers. 

            FOLLOW UPProvide the amount of the budget gaps and cuts since 1994.

It was moved by Ms. Robarts and seconded by Mr. Clingan to adjourn.  Motion unanimously carried.  The meeting was adjourned at 11:01 p.m.
