Minutes for Special Meeting - Open Session

Special Meeting of the Board of Education was called to order by President Carol Carstensen at 5:08 p.m.

MEMBERS PRESENT:                      Carol Carstensen, Bill Keys, Lawrie Kobza, Juan José López, Shwaw Vang, Johnny Winston, Jr.

MEMBERS ABSENT:                       Ruth Robarts

STAFF PRESENT:                          Attorney June Wilson, Barbara Lehman-Recording Secretary

OPEN SESSION

June Wilson left and other staff joined the meeting at this time:  Sue Abplanalp, Mary Gulbrandsen, Gray Miller, Pam Nash, Roger Price, Art Rainwater, Marcia Standiford, Ken Syke.

Shwaw Vang arrived at this time.

2.      Public Appearances

         There were no public appearances.

        

3.      Announcements

         There were no announcements.

4.      Communications Matrix regarding Vehicles for Communicating with the Public

            (Packets included the communications matrix describing both current and possible vehicles for communicating with the public (1/29/05).  A copy is attached to the original of these minutes.)

            Concerns/Comments on the 22 current vehicles:

              Assume there is some overlap.

              Printed Pieces - annual report - that is something we can now do via the internet. 

              Blurb for how to use it and translations into Spanish and Hmong--Really intended for the staff.

              Conversation about list servs and feeding them information.  Ken will forward to them if he gets contact

                  information.

               Community is not clear about what is going on in the district and did not understand the referenda.  Have

                  to go beyond the traditional ways to reach people of color, e.g., UMOJA, The MadisonTimes. 

               Issue is prioritizing - many possibilities but limited resources.  Best way is through advertising.

              Making sure Public Information has up-to-date contacts. 

              Encouraging feedback - avoiding one-way communications.

              Continuation of the "Frequently Asked Questions" portion of the web site.

              Difficulty communicating about weather and after school activities.

              Too many vehicles fracture the audience.

              Channel 10 - goes to about 56,000 - channel 19 to 90,000; people change channels.  Talked about a

                   ratings premium service.  Try to repeat and re-package information in small forms.

              Task force forums; took many hours and could not keep up; some inappropriate and no

                   protocol for pulling things off.  Would need a moderator.  Just responding to the e-mails was huge

                   undertaking.  Task force members could not legally respond.  Not enough staff.

              Should be doing the ones on page 2.  Maybe the Board should do some of them vs. the Administration.

         Follow Up:  Set aside and let the Board think about it; let the President know what members want to talk about.

          

5.      How the MadisonSchoolBoard wants to Receive Information from the Administration

            It was agreed that full reports plus executive summaries be provided.  Include in the executive summary that options were considered.  Also the costs related to the recommendation and how it's being paid for.  Also find it difficult to get information Thursday to vote on Monday; would appreciate discussion among the Board members to think about it and put off a decision until the following Monday.  Sometimes timelines are too close, but the administration will do this whenever possible.  The President and Vice President will help with the calendar.  Board meets very often so staff spends all week preparing. 

6.      Televising Madison Board of Education Committee Meetings

(Packets included a spreadsheet showing the projected cost of televising all of the Board's committee meetings (12/21/05) and the cost for equipping Room 103 with remote cameras.  A copy is attached to the original of these minutes.)

Comments/Concerns:

   Two levels - McDaniels and Room 103

   Televising very good; like the intimacy of 103.

   The increase in costs is for staff with new cameras ($12,000).

   Want to televise; no preference for which room.

   Support televising the committee meetings.  Happy that they are on the web.  Hope that we do them in

      McDaniels.  Very expensive to equip 103.

   Financial issue is significant.

   Administration could write a grant. 

   No eye contact in McDaniels.

   President will use some judgment about whether to televise or not.

     One $100 budget process is scheduled for televising.  The Wisconsin State Journal is going to do one.

   Still will not reach a certain segment of the population.  Take Board meetings out to those pockets in the

         city to the community centers (Packers, Northpoint, Allied Drive) or local schools.  Board would have to

         go to them all and when there is something on the agenda that affects them.  Individual Board

         members could try to do more.  Can get advice from community people who work with these families. 

         District has great success with community leaders and advocates but not the people themselves.  Have

         gone door-to-door.

     Budget adjustment will be made separately for televising meetings.

         There was no other business.

8.      Adjournment

It was moved by Bill Keys and seconded by Lawrie Kobza to adjourn the meeting at 7:12 p.m.   Motion unanimously carried by those present.
