Special Meeting of the Board of Education was called to order by President Johnny Winston, Jr. at 5:46 p.m.
MEMBERS PRESENT: Carol Carstensen, Lawrie Kobza, Lucy Mathiak, Ruth Robarts, Arlene Silveira, Shwaw Vang, Johnny Winston, Jr.
MEMBERS ABSENT: None

OPEN SESSION
1. Approval of Minutes
It was moved by Arlene Silveira and seconded by Lawrie Kobza to approve the minutes of the Special meeting in open session dated August 7, 2006 as distributed. Motion unanimously carried.
2. Public Appearances
Linda Martin, district employee and union member, was concerned about giving the Superintendent the authority to promote personnel internally. She spoke of the very specific procedures in the SEE Collective Bargaining Agreement. She asked some union representatives today whether they knew about this and they did not. She asked the Board to table this issue until there is further thought and study.
The Superintendent pointed out that this was an administrative position and that it would not be discussed with the union.

There were no announcements.
4. Granting the Superintendent the Authority to Use the Internal Promotion Procedure
(Packets included background/recommendation (8/9/06) and Human Resources Policy 3.01 - Changes in Status: Administrative Staff. Copies are attached to the original of these minutes.)
The Superintendent reviewed the issue and the results of the two national searches. The district is now looking for people in the district who did not apply. One has been appointed as the interim. The position would be posted internally to find out if there is anyone who can qualify. The administration recommends that the Board approve the authority for the Superintendent to fill the position of Mathematics Coordinator through the promotion of a district employee under Human Resources Policy and Procedure #3.01.
DISCUSSION:
· Policy says the vacancies filled in this manner would be from existing administrative staff. Interim person is from out of instructional resource staff.
· Whether the action recommended to be taken fits under the policy.
· Quality of mathematics curriculum concerns in the community.
· Interim person would be in the position until someone is hired.
· Memorandum of Understanding protects person coming out.
· Criteria used for judging candidates. Importance of making a long-term commitment and being involved in what the district is doing with mathematics right now.
· Qualifications necessary for the candidates. DPI requirements and length of time to meet them.
· Board approves individuals that are appointed to interim positions. There was some discussion about the interim person's background.
· Collective Bargaining Agreement applied when interim was appointed.
· Advantages/disadvantages to advertising nationally rather than locally for such a position.
· Interim person could accept the position and it would become permanent if the Board approves the promotion.
· Timing of national advertising.
· Choices for the interim person if someone else is hired.
· Need for good leadership in that department now.
· History of situation with the current executive director of Teaching and Learning and the positions of Science Coordinator and Mathematics Coordinator.
· Not sure of the impact of the issue of salary.
· Likelihood of whether a third search would bring new candidates.
Superintendent withdrew his recommendation and stated that he was willing to go through the regular process of re-posting and having people apply.
