AFSCME Council 40 President Michael Murphy presented a $1000 scholarship for a teacher education program to Elvehjem Elementary custodian Bette Jo Bradley. She will be attending Edgewood College.
Leaders from Local 60 and Council 40 (AFSCME) opposed any action by the school district to contract out services currently performed by the custodial bargaining unit. Four people spoke in opposition to contracting services. Six people spoke in support of retaining half-time custodial positions. Two people spoke in support of beginning schools after September 1. There were 42 written registrations opposed to contracting out custodial services and eliminating part-time positions.

Performance & Achievement: Recommendations from the Evaluation of Learning Materials Committee were approved. The Board of Education voted to require the Superintendent to add the report on Terra Nova Achievement Tests (as described in the document, "Response to the Board of Education Performance and Achievement Committee regarding Student Achievement in Mathematics") to the annual fall report regarding the progress on the three priorities and explain the district plan for improvement during the year. The Board will also require the Superintendent to add high school math enrollment data as described in the same document and report in November or December and explain the district plan for improvement during the year. The Board will cease to award mathematics credit for any math courses below the level of algebra beginning with students who enter as freshmen in the year 2002-2003 and grant only elective credit for such math courses. The Board will require successful completion of one credit of algebra and one credit of geometry, or two credits of Integrated Mathematics as described by the Department of Public Instruction (courses to interweave strands of algebra and functions, statistics and probability, geometry and trigonometry and discrete mathematics) for graduation from high school beginning with students who enter as freshmen in the year 2002-2003. The Board will require the Superintendent to implement a five year plan, beginning in 2001-2002 and ending in 2005-2006 for closing the gaps in achievement of the three priorities - all students reading at or beyond the third grade level by the end of third grade, all students successfully completing algebra and geometry by the end of 10th grade, and all students attending at least 94 percent of the time.
Ruth Robarts provided background information for the previous motions and explained how they are tied to the Board priorities dealing with mathematics. She commended the Superintendent for setting a plan and asking the whole system to move in the same focused way as the district is doing for reading. She described it as a good faith effort to address in a very direct way the fact that African American children and all children receive a high quality education and that the gaps can be closed.
Finance and Operations: Bids were approved for new closed circuit TV systems at East , LaFollette, Memorial and West High Schools with funding from the Safe Schools/Healthy Students grant. A bid was approved for new chillers at Memorial and East High Schools with funding from the General Operating Budget and a lease/purchase agreement was approved for them for a five-year term.

Legislative: Ray Allen reported the Conference Committee in the state legislature is trying to resolve their differences on the budget but are not making much progress. A meeting of the committee will be set soon in order for members to be updated.
Auditing: Interim and School Building Fund Bills were approved.
Purchasing: No items.
Transfers: No items.
Other Financial Transactions: The 2001-02 Expendable Trust fund budget was increased to support the construction of an east side athletic facility with funding from a donation by John H. Lussier. Acceptance of the donation will formally designate the facility as the John Lussier Stadium. All donations and grants received by the district since June 4, 2001 were approved. All educational technology block grant funds received shall be deposited into the General Fund by direct deposit from the Wisconsin Department of Administration and shall be used for any purpose related to educational technology, except that the monies shall not be used to pay the salary or benefits of any school district employee.

Common Council/Board of Education Liaison Committee: The first meeting is scheduled. The chair will return to the school district this year.
Acceptance of the Pupil Nondiscrimination and Equality of Educational Opportunities report was deferred to a future meeting before the timeline expires. Specific questions can be directed to Diane Crear.
Requests for easements for Madison Gas and Electric Company were approved at Sherman Middle/Shabazz City High School, Black Hawk Middle/Gompers Elementary, and the parcel described as Lot 248, First Addition to Reston Heights Plat in the City of Madison (Sprecher Road). Resolutions were approved ordering the attachment of the Wilshire-Nesbitt annexation and the Hawks Woods annexation to the school district and the detachment of such annexations from the Verona and Middleton/Cross Plains Area School Districts and authorizing the issuance of orders altering school district boundary lines pursuant to Wisconsin Statutes. A resolution was approved that, whereas the School Board has conducted a public hearing in compliance with Wisconsin State Statute that it therefore be resolved that the starting date for the 2001-2002 school year shall be August 27, 2001. A Resolution and Agreement was approved relative to an intergovernmental cooperation for the provision of the Youth Apprenticeship and School-To-Work programs throughout Dane County. Hearing Examiners were appointed to serve in expulsion cases for the 2001-02 school year: Howard Bellman, Norma Briggs, Richard Cates, Cheryl Furstace Daniels, Joseph Hill, David Nance, Henry Sanders. Robert Darm and Lisa Marquardt will serve on the Madison School Community Recreation Advisory Committee for the terms August 1, 2001 through July 31, 2004. A student over the age of 20 was allowed to continue enrollment for purposes of graduation, and 47 students were granted diplomas of graduation based on completed requirements.
