Summary of
Regular Board Meeting - October 5, 1998

Regular monthly meetings of the Board of Education will now be close captioned. They will be shown again on Tuesday evenings with captions for those unable to watch on Monday evenings.

Recognition

The play, "The Little Mermaid," was a collaborative, intergenerational production last April 18 and 19 at the East High auditorium. It was directed by Nan Dwyer of the MSCR department. Producer Bonnie Schmidt, Executive Director of the North/Eastside Senior Coalition explained how the Coalition became involved. Alexis Pophal, Emerson third grader, and Monica Kalner, Sherman eighth grader, talked about their experiences in the play and how they both enjoyed working with people of different ages.

Ron Rosner, President-Elect of the Regent Neighborhood Association, presented the Board with a $4,000 contribution toward the cost of replacing the roof at Randall Elementary School. The Association represents some 500 homeowners in the neighborhood served by Randall Elementary and West High Schools.

Public Appearances

A public hearing was held about High School Equivalency Diplomas. Cal Stone, director of the district's alternative programs, offered support for the MMSD to begin its own General Education Diploma (GED) program.

A Memorial parent supported the schools' music parents in their efforts to work to improve issues of space, lack of instruments, and instrument repair and wanted to be included in plans for a referendum. He also welcomed the possibility of expansion at Jefferson for a computer lab. He advocated that music program revenues come to the school to support the fine arts budget rather than the General Fund.

Board President's Announcements And Reports

Mrs. Carstensen:

Deborah Lawson reminded there is a special breakfast to kick off the At Home in Madison project on October 13th at LaFollette High School. Everyone is invited. Realtors will be on hand and materials available for each individual school and neighborhood.

Committee Reports And Action Thereon

Performance & Achievement: Recommendations from the Selection of Program Materials Committee were approved. The Subcommittee met to plan for the full committee to hear from the EDA Steering Committee on the Student Results Audit.

Budget and Finance: A subcommittee was created with members Ray Allen, Deborah Lawson and chair Juan José López. A bid was accepted from Joe Daniels Construction Company for the new concession building at Mansfield Stadium. Committee chair Deborah Lawson reported on a presentation by Honeywell, Inc. on performance contracting.

Human Resources: The committee heard a report by John Matthews, Executive Director of Madison Teachers, Inc., on school district and union relations. Calvin Williams reported on progress of the Superintendent search.

Long Range Planning: Subcommittee recommendations about elementary school building capacity requirements were approved. The subcommittee will continue to work on developing strategies for dealing with overcrowded schools.

Partnerships: The committee heard a report from Kathy Price, Community Partnership Resource teacher, on the district's current work with outside organizations, including the Schools of Hope tutoring program. The committee will develop a mission statement.

Board of Education/Common Council Liaison Committee: The committee met to review common issues of interest and will schedule discussion as the need arises.

Legislative: The committee, including citizen members, reviewed issues that may arise again this year including funding, modifying the revenue caps, examining other ways of funding public education and looking for full reimbursement from the state.

Auditing, Purchasing, Transfers & Other Financial Transactions

Auditing: Interim and Building Fund bills were paid.

Purchasing: There were no Purchasing items.

Transfers: Funds were transferred from the Reserve for Contingencies to support the Wee Steps Program.

Other Financial Transactions: All donations and grants received by the District since September 14, 1998 were approved. The 1998-99 budget was increased to support construction of a concession stand at Mansfield Stadium with funding from a donation from the Memorial and West High School Booster Clubs.

Human Resources Transactions and Reports:

All personnel items were approved.

Reports to the Board:

Reminder that fall sports banquets are coming up and Board members should attend at least one event if possible.

Other Business:

The list of graduates granted diplomas from the start of the 1997-98 school year through the start date of the 1998-99 school year were approved. Jeffery Miller was appointed as a citizen member of the Partnerships Committee. Four students were granted diplomas.

Old and New Business: Ruth Robarts, Delegate to the WASB Annual Assembly meeting in January, will be sharing materials regarding proposals.
