Regular monthly meetings of the Board of Education are close captioned. They are shown again on Tuesday evenings with captions for those unable to watch on Monday evenings.
Shorewood Hills Elementary parents were given special recognition for writing a successful grant for a landscaping project that will improve the appearance and functionality of the school grounds. The Board also accepted a donation of $11,000 from the Parent-Teacher Organization. Each guest received a certificate of appreciation.
Madge Klais shared events celebrating National Children's Book Week. Lindbergh Library Media Specialist Shirley Raymakers and three of her students talked about local celebrities and authors who visited their school and their projects based on these books.

Performance & Achievement: Selection of Program Materials Committee adoptions were approved. Ruth Robarts reported the committee heard the proposal for a targeted summer school program in several schools where there is the most concern about ability to meet reading standards by the third grade; received two reports on Gateways to Literacy staff development; and learned more about the tests administered at the primary grades. A future topic is class size issues. This information will lead to a comprehensive proposal by budget time on class size and other funding for staff development, summer school programs and to assure a reading safety net at first grade. The proposal will include a multi-year plan to be built into the budget.
Budget and Finance: Juan José López reported the committee discussed Madison Schools 2000 recommendations and received reports on Phase I performance contracting and updates on the materials management project and the budget process. The Superintendent was authorized to enter into an agreement with the Madison Community Foundation to establish a pass-through fund to serve as a vehicle for receiving charitable gifts to the Madison Schools 2000 Fund as a complement to the Fund endowment.
Human Resources: Ray Allen had no report.
Long Range Planning: Strategies for dealing with declining enrollment in elementary schools were approved and language was proposed for incorporating the strategies into Board policy.
Partnerships: Calvin Williams had no report.
Legislative: Joann Elder reported the committee will meet with Madison legislators to help them understand the long term implications of the biennial budget in the areas of special education, state and federal financial commitments, declining enrollment impacts, revenue limits, and SAGE.
Auditing: Interim and Building Fund bills were paid.
Purchasing: HelpDesk Expert Software for the MIS Department was purchased from Applied Innovation Management Inc. Assessment Materials for the Research and Evaluation Department were purchased from McGraw-Hill.
Transfers: A decision was tabled about funds to be reallocated from salary to consultant for payment of Contract Compliance activities and incorporating remaining Contract Compliance activities into the Affirmative Action position with appropriate salary and benefit adjustments. Funds were transferred to support a 0.5 Educational Resource Teacher for Falk Elementary.
Other Financial Transactions: All donations and grants received since November 1, 1999 were approved. The Union Bus Company was permitted to subcontract its pupil transportation contract to the district with the Laidlaw Transit Bus Company Unit #1. The terms of the subcontract shall be identical to those of the original contract.
All personnel items were approved.
Board of Education/Common Council Liaison Committee: Deborah Lawson explained the proposed city ordinance, "Habitual Truancy Prohibited". The committee has agreed to support the changes in the ordinance.
The charter school status for Wright Middle School was extended under all of its present terms until June 2001 in accordance with the Letters of Intent from the Wright Charter Renewal Working Group.
The proposed city Ordinance was supported amending Section 23.45 entitled "Habitual Truancy Prohibited". The administration will provide a collaborative report to the Common Council/Board of Education Liaison Committee after a full year of operation.
The list of graduates granted diplomas from the start date of the 1998-99 school year through the start date of the 1999-00 school year was approved. Forty-three students were excused from school attendance in order to enroll in programs for high school equivalency diplomas. Thirteen students were granted diplomas of graduation.
Old and New Business: Juan José López sent good wishes to former MMSD students who will be playing in the Rose Bowl and to one now playing professional football.
