Four Year Old Kindergarten Funding

A tale of two schools

In September, St. Michael's opened a 4-year old Kindergarten as part of the Milwaukee voucher program. Each voucher student in the 4K-8 school generally receives $5,943 (depending on actual per pupil costs) for the 2004-05 school year. Similar to public schools, the reimbursement for 4K is a .5 FTE ($2,971.50).

On September 30, the state paid St. Michael's $742.88 for every voucher student in its 4K program. Subsequent payments of $742.88 from the state to St. Michael's will come on November 30, February 28 and May 31. St. Michael's started its program knowing that state funds would be paid for the voucher students before the end of the school year.

In southwestern Wisconsin, the Mississippi River School District also started a 4K program this September at Catfish Elementary. The district will receive NO state aid for its 4K program this year (but state law allows the school district to increase its revenue limit authority to partially pay for the 4K program - so the state allows local property taxes to increase, but provides no state aid).

Public school advocates wonder why state funds are immediately available for private school 4K voucher students in Milwaukee, but not for public school students across the state.
