The Madison School District received notification from Washington D.C. Friday that it will receive $2,782,932 for a Safe Schools/Healthy Students grant. The grant is $2.8 million for each of three years, contingent upon availability of funding and MMSD adhering to the agreed upon provisions in the grant.
The grant program was developed collaboratively by the U.S. Departments of Justice, Health and Human Services and Education. The MMSD partners are the Madison Police Department, the Wisconsin Council on Children & Families, Mental Health Center of Dane County, Dane County Human Services and Head Start.
In his radio address this morning, President Clinton announced the over $100 million in grants to 54 communities across the nation. Madison is the only Wisconsin community to be awarded a grant from hundreds of applicants nationwide.
The grant has six major components: school safety, alcohol and other drug and violence prevention and early intervention programs, school and community mental health preventive and early intervention programs, early childhood psychosocial and emotional development programs, education reform, and safe school policies.
The grant will enable the district and its partners to provide an array of prevention and intervention services. The following are some of the key elements of the grant and the amount requested in the grant proposal.
Education Reform – resources for the Allied Drive Summer Program (56,300); math after-school peer tutoring program coordinators (3 teachers/3sites @ $3,000/yr -- $27,000).
Early Childhood Psychosocial and Emotional Development Programs – 8 full-time home visitation staff to work with families beginning with the mother's pregnancy ($233,000); allow MMSD to hire an early childhood transition coordinator to work with children/families transitioning from Head Start to school ($18,000 – part-time position); $100,000 to improve child care quality in a targeted Madison low-income neighborhood.
School-Community Mental Health Preventive/Treatment Intervention Services – creation of full-time Positive Behavior Support (PBS) teams (3 members per team at elementary/middle/high school levels, $324,000); resources for extended employment for MMSD staff to work with PBS teams ($45,000); resources for Waisman Center Behavior Consultant ($20,000).
Safe School Environment – resources to hire 4 part-time Madison Police Department Educational Resource Officers at middle schools (5 hrs/day x 5 days/wk -- $133,000); over $300,000 for various safety-related technology (electronic lock control devices, closed-circuit TV camera, hand-held radios, and similar equipment).
AODA/Violence Prevention & Early Intervention – resources for MMSD Safe Haven after-school site supervisors, three sites ($32,500); Allied Drive Community Learning Center Coordinator ($31,000).
