The Policy/Procedure applies only to the hiring process for Teachers/Support Staff, Educational Assistants, and Custodial/Maintenance, which are job groups where there currently exists an underutilization of minorities as defined in the MMSD Affirmative Action Plan. Effective immediately, all hiring authorities will carry out their responsibilities in the hiring process for the herein-mentioned job groups in accordance with the following:
Whenever a minority candidate is included among the referrals from the Human Resources Department, and the hiring authority desires to hire a non-minority candidate, the hiring authority must provide a written justification for his/her preference to the Department of Human Resources with a copy to the Superintendent or his/her designee(s).
After reviewing the written justification and other relevant/pertinent information, the decision to hire the non-minority candidate shall be approved by the Superintendent, or his/her designee(s), before the hiring authority completes the unsuccessful candidate forms or makes an offer of employment.
