Applications

1. An application is complete when credentials in the Madison Metropolitan School District file include:

Screening of Applicants

    1. The Human Resources Department rates the credentials that accompany each completed application. Criteria for such ratings include (a) the applicant's overall grade point average and grades in methods courses and (b) evaluations by cooperating teachers and supervisors of the applicant's behavioral and classroom management, interactive skills, planning and presentation in the classroom.
    2. The Human Resources Department schedules employment interviews for substitute teachers as it anticipates the need for substitutes in each area of certification. The applicants selected for interview are those with the appropriate certification whose credentials were rated the highest.
    3. The Director of the Human Resources Department or the Director's designee will inform the supervisor(s) of their responsibilities, the procedures and timetable to be followed and the District's Affirmative Action goals.
    4. Applicants who were rated in interviews for regular teacher positions do not need to be interviewed again to be considered for assignment to the substitute teacher pool.
    5. The department requests a district administrator who has experience in the applicant's area of certification to conduct the pre-employment interview and complete an Applicant Interview Summary form. On this form the interviewer rates the applicant on professional knowledge, organizational, management and communication skills. The department evaluates written communication skills by reviewing an answer to one of three questions that each candidate is given up to twenty (20) minutes to complete during the interview process.
    6. The interviewer(s) may contact the reference(s) of the candidate before the interviewer(s) recommends that such candidate be placed on the substitute list.

Substitute Teacher Pool

    1. All successful applications for the substitute teacher pool must submit their Wisconsin teaching license to the department as well as satisfy the requirements of a physical examination before they may begin employment.
    2. All of the applicable employment forms must be completed by the candidate and approved by the Human Resources Department prior to recommending to the Board that such candidate be hired.
    3. The Human Resources Department places the applications of those who received the better interview ratings into the substitute teacher pool, on active status.
    4. The department assigns substitute teachers from the pool to school placements on a day-to-day or long term basis at the request of school principals.
    5. The department may remove individuals from the active substitute pool for just cause. Just cause includes, but is not limited to, violation of policies of the Madison Metropolitan School District Board of Education and/or unreasonable unavailability for placement as a substitute teacher.
    6. All inquiries concerning the employment policies and procedures will be referred to Human Resources.
