Procedure for Assignment of Summer School Principals
l. Clustered Schools
a. Clustered summer schools (elementary and middle schools) were established for the first time for the 2003 summer school session. All elementary and middle school principals were given an opportunity to express interest in a summer school principal assignment. Following receipt of notice of interest from the principals, assignment to the cluster schools was made to interested principals by seniority. Any interested principals who were not assigned were placed on a waiting list, by seniority, for assignment in subsequent years.
b. Principals will be assigned for two years. Assignments of half of the principals will be in even years and half will be in odd years, creating an overlap of half of the assigned principals each year.
c. Elementary and middle school principals will have the right, each year, to express their interest in summer school principal assignments. The Human Resources Department will administer this procedure.
d. Interested principals will be added to the list referenced in paragraph "a" in seniority order. However, if a principal who has already served as a summer school principal re-applies for a position, he/she will be placed at the bottom of the list, by seniority with other principals who have previously served, enabling all principals to serve in this capacity at least one time prior to a principal being able to repeat assignments.
2. High Schools
a. Normally, it is the responsibility of one of the location assistant high school principals to be assigned as the summer school principal. This assignment is generally long term; however, the assignment may be rotated among assistant principals, if desired under the general guidelines outline above under Clustered Schools. If done in this manner, a rotation basis, like the one used in Clustered Schools above, will be implemented.
b. In the event this position is not filled with an existing assistant high school principal, the head principal and the Director of Alternative Programs shall assign another qualified employee.
3. Salary
The salary for summer school principals will be determined each year and will be paid as a stipend. The stipend shall be paid in two equal parts, with the first being paid either on February 1 prior to summer school or the first payroll date after appointment, whichever is later. The second half of the stipend shall be paid on June 1.
4. Vacation
By accepting an assignment as a Summer School Principal, a principal or assistant principal is accepting an additional six weeks of summer work. Due to this extra workload, it is very difficult for the employee to use the entire vacation allotment. Therefore, any head principal accepting a Summer School position will be allowed four (4) weeks of vacation in the contact year following the year of appointment. Any Assistant Principal accepting a Summer School position will be allowed six (6) weeks of vacation in the contract year following the year of appointment. Example: For an assignment that begins in June, 2007, vacation will be reduced in the 2007-08 school year.
