Subject: MILITARY LEAVE: MILITARY RESERVES DUTY AND RESERVISTS CALLED TO ACTIVE DUTY

I. MILITARY RESERVES DUTY

Employees who are duly enrolled members of the U. S. Armed Forces Reserves shall be granted a leave of absence not to exceed two weeks in the calendar year in order to attend duly ordered field camps of instruction or schools.

Employees granted military reserve leave shall be entitled to reimbursement of the difference between their military salary and their regular salary when their military salary is lower.

The employee must submit supporting military orders with a leave of absence request form to the Department of Human Resources, through his/her supervisor, at least two weeks prior to the beginning of the leave.

Substitute Teachers

Military leave is granted to substitute teachers for induction or voluntary enlistment into the armed forces by filing a request for such leave with the Department of Human Resources.

The substitute retains accumulated personal illness leave, but does not accumulate additional personal illness days.

Upon return from military leave, the substitute is placed back on the substitute teachers' list as a bargaining unit member and assigned as per the terms of the United Substitute Teachers Collective Bargaining Agreement. However, the substitute must indicate his/her intention for reemployment with 30 days of the armed forced termination date. For further details, see the most current collective bargaining agreement.

II. RESERVISTS CALLED TO ACTIVE DUTY

Paid Military Leave: Employees shall be entitled to reimbursement when their daily military salary is less than their regular daily salary in an amount equal to the differences for a period not to exceed two (2) calendar weeks or ten (10) work days in the calendar year.

Leave of Absence Status: During the period of active military duty and following the period of paid military leave, employees shall be placed on a leave of absence without pay.

Health Insurance: During the period of leave without pay, employees may elect to continue existing health and life insurance coverage but they shall be invoiced for the full monthly premium owed (i.e., Employer and employee share) beginning with the first of the month following 30 days of unpaid leave. Government insurance is also available to reservists. If they drop district insurance during their tour of duty, reservists may reenter the group plan following the leave without underwriting.

Vacation and Sick Leave: During the period of leave, employees would not continue to accrue vacation or sick leave. They will, however, be able to retain all vacation and sick leave accumulated before the leave. In addition, the period of absence shall be considered service time for the purpose of determining the rate at which vacation is earned.

Wisconsin Retirement System: The period of absence shall be considered as service time (i.e., time worked) for purposes of the Wisconsin Retirement System. However, neither the employer's nor the employee's contributions to WRS shall be made for the period of absence.

Position on Return to Work: Employees are guaranteed return to their same pay, status, rank, and seniority upon completion of their period of active military duty. Employees shall be returned to their former positions whenever reasonably possible.

Seniority Rights and Rates of Pay: The period of absence shall be considered as service time (i.e., time worked) for purposes of calculating seniority rights, longevity and salary schedule advancement.
