Employment
Manager - June Glennon
- Supervises and evaluates all staff within the Employment Division
- Oversees the staffing of all employee groups within the District
- Participates in labor contract management, and assists employees,
bargaining units, and other individuals with related inquiries
- Serves as a member of the MMSD bargaining team in negotiations
with labor unions;
- Supervises/directs the work of the Sub Placement Office
- Responds to inquiries from administrators and staff regarding
the interpretation of bargaining agreements
HR Information
Systems/Personnel Analyst - Tina Anderson
- Collects and organizes transcripts, reference letters, and
credential files for substitute teachers, screens applications,
grades reference letters and transcripts, and makes final determination
for interview
- Provides staffing assistance to all units, including recruitment,
job announcements, testing and screening of applicants, convening
interview committees and referring finalists for interview by
the hiring authority
- Conducts teacher perceiver and substitute teacher interviews
- Conducts reference checks and sends ratings scales on potential
employees
- Creates and maintains HR Web pages and graphics, including
weekly job opportunities and general District information
- Creates and maintains HR Intranet pages and graphics, including
timely benefits, labor, and employee information, HR forms for
administrators, and other forms for employees
- Researches and implements the use of Internet recruitment sites
- Creates ads, flyers, brochures, and other printed publications
related to job opportunities and HR services and training opportunities
- Creates and updates HR forms, manages database of electronic
forms
- Manages Unemployment Compensation claims, including verifying
weekly employee earnings reports, researching Unemployment Compensation
eligibility, attending hearings, responding to UC information
requests, and completing quarterly and annual reports.
- Maintenance of the teacher, substitute teacher and administrator
applicant information system, including entering applicant data
and annual teacher re-enrollment forms
- Assists with entering substitute teacher and non-certificated
employee data on the AS400
- Organizes Substitute Teacher Permit training, including working
with trainers, coordinating space and training materials, creating
and maintaining a database of invitees and attendees, and entering
information on the AS400
- Provide back-up to the substitute placement office, including
assisting secretaries with entering and maintaining teacher absence
information, answering substitute teachers' questions regarding
their assignments and sub placement, and assisting administrators
with administrative sub requests
- Compiles and analyzes data for HR Quarterly and Annual Reports
of all Employment Division transactions
Personnel Analyst
(Substitute Teachers) - Louise Fosdick
- Coordinates substitute teacher hiring process, including data
entry, screening applications, grading reference letters and transcripts,
making final determination for interview by administrator or referral
to sub office for paperwork process
- Maintains computer database on sub applicants
- Collects and organizes transcripts, reference letters, and credential
files for the teacher applicant process. Enters all information
into teacher applicant system. Grades the returned supervisor
reference checks and the transcripts;
- Collects and maintains all data for support services positions
for regular hiring process. Arranges committees for the screening
process
- Determines where reference checks are sent for sub teacher,
teacher, and support services applicants. Sends reference checks
and files upon re-entry
- Coordinates filing system for teacher, sub teacher and special
education applicants
- Enters computer changes for MMSD staff related to name, address
and exemption changes
- Conducts Teacher Perceiver interviews
- Orients administrative hiring committees
- Provides back-up to other Personnel Analysts
Personnel Analyst
(Certificated Staff) - Beth Weber
- Coordinates all aspects of the hiring process for certificated
staff
- Assists with preparation for labor negotiations and grievance/arbitration
hearings
- Coordinates work of the Substitute Placement Office
- Coordinates the Teacher Perceiver process, including screens,
scheduling and conducting interviews, database maintenance, and
informing candidates of their status
- Places advertisements for employment
- Performs outreach by attending job fairs in order to recruit
minorities and applicants in critical areas
- Coordinates teacher surplus process and places surplus certificated
staff
Personnel Analyst
(Non-Certificated Staff) - Elaine Wirsbinski
- Provides staffing assistance related to recruitment, job announcements,
tests, screening applicants, convening interviewing committees,
referrals for interviews for classified and administrative staff
- Makes contacts to acquire substitute secretaries when MMSD pool
is empty; recruits and screens sub secretaries and sub SEAs
- Coordinates personnel activities associated with transfers,
promotions, surplussing, layoffs, and reclassifications of classified
staff
- Coordinates employment activities associated with Limited Term
Employment
- Provides input to the management bargaining team(s) for custodial,
trades, clerical/technical, educational assistants, and food service
contracts
Employment Specialist
(Certificated Staff) - Christine Greger
- Performs all clerical support duties associated with the recruitment
and employment of MMSD administrators
- Prepares Board of Education agenda as related to HR functions
- Prepares letters and contracts for teacher and administrative
new hires, rehires from layoff, change in contract time, and salary
adjustments, and annual teacher and administrator contracts
- Creates personnel files
- Records all new teacher credits, current teacher credits, advancement
credits, maintains a computer database of salary adjustments,
and oversees contract placement for new teacher hires
- Monitors that all contracts issued are signed and returned
Employment Specialist
(Non-Certificated Staff) - Susan Harris
- Provides clerical support to Employment Manager and Personnel
Analysts
- Assists with EA and SEA surplus process, and Custodial pool
hiring process
- For new classified employees and temporary employees: sends
out all pre-employment information; enters on computer all new
classified employees, coaches, and temporary employees; distributes
Conditional Offer letters, supervisor recommendation forms, copies
of School-Based Hire form or Final Offer letters, and job descriptions
- Enters and monitors I-9 information on computer for all new
classified and temporary employees
- Enters on computer and prepares verification letters on all
changes affecting classified employees; distributes copies of
changes, as appropriate
- Maintains database of license information for SEAs, salary increases
for all classified employees, leave information, resignations,
terminations and inactivations for all classified and temporary
employees
- Prepares job postings, experience inventories, and job descriptions
for classified position vacancies; prints and posts job postings
on bulletin boards, distributes to schools, departments, and all
entries on affirmation action mailing list; prepares folders for
postings for front desk; files vacancies; and prepares newspaper
advertisements
- Monitors monthly AA Report and prepares Quarterly Employment
Report
- Assists Payroll and schools in resolving payroll problems related
to classified staff;
- Coordinates LTE employment activities
- Prepares and distributes evaluation forms for classified staff
- Responds to requests for applications for all classified vacancies
- Prepares and sends extended employment packets to schools/supervisors
Employment Specialist
(Certificated Staff) - Allison Heil/Tara Heller
- Maintains new teacher information on computer database, including
salary placement
- Prepares offer of employment letter and new hire packets
- Monitors compliance with pre-employment requirements, including
background checks, physicals, and licensing
- Maintains computer database related to teacher transfers, increases
in contract, surplus placements and terminations. Coordinates
duties with Payroll and Benefits department related to changes
in deductions or other benefit/payroll related issues
- Prepares the posting of teacher vacancies and mails to respective
sites. Coordinates with outside websites and advertises as needed.
Coordinates budget allocation with Accounting
- Monitors current certificated employees to ensure their compliance
with all requirements related to licensing, and assists staff
with questions related to their licenses
- Monitors probationary status of staff and corresponds with supervisors
to ensure that evaluations are completed and sent in within time
limits
Substitute Placement
Clerks - Laura Harrington and Emily Moe
- Receives and processes telephone and computer requests for substitutes
- Fills substitute requests by phoning substitutes in the pool
- Maintains sub records and information on SubFinder
- Maintains updated sub pool by adding and deleting subs on AS400
and on SubFinder
- Orients new substitutes to SubFinder; mails all hiring and new
employee information
- Assists school staff and substitutes with using the SubFinder
automated substitute placement system
- Runs reports as needed for employment personnel
- Audits sub teacher license records, and assists subs in obtaining
or renewing their license(s)
