POLICYFIELD TRIP 3351

Flights - Students and Employees of Madison Metropolitan School District

This policy covers flights involving students of this District in aircraft owned or rented by District employees or contracted through Fixed Based Operations at area airports. Flights will be flown either by District personnel or by pilots approved by the Fixed Base Operator.

The following conditions must be met:

  1. Aircraft:
    1. Aircraft to be utilized must be:
      1. Within the time period of not more than 100 hours after an annual inspection;
      2. Within the time period of not more than 100 hours after a 100 hour inspection.
    2. The pre-flight check list must be completed insuring air worthiness of aircraft and of attached equipment.
    3. Communication radio equipment must be in operating condition and meet all FCC requirements.
  2. Pilot must have:
    1. Private pilot certificate;
    2. 250 hours of flight experience;
    3. Completed a biennial flight review within last 24 months and meet all other FAA requirements;
    4. Valid medical certificate;
    5. FCC communications permit;
    6. (1) Ten hours of flight experience, within the last six months, in aircraft model to be flown or (2) approval of Advisory Committee.
  3. Insurance:
    1. Students may be transported in airplanes with the permission of the principal and parent or guardian provided insurance in the amount listed below is met:
      1. $100,000 for one person;
      2. $500,000 for a group;
      3. $100,000 property damage;
      4. The BOARD will pay the difference (if any) in premium between a staff member's present liability coverage and the $100,000 - $500,000 - $100,000 upon submission of evidence of such required amount to the Director of Business Services.
      5. The BOARD will be named as a secondary insured in a staff member's policy and the Fixed Base Operator's insurance policy.
  4. Notification:

    Parents or guardians of students participating in a program providing flight experience will sign an appropriate consent statement.

  5. Weather:

    Visual Flight Regulations (VFR) -- The flight is to be conducted under VFR. The state of the atmosphere at the time of take-off and the forecast received through FAA flight service station covering estimated time of return must not fall or must not be projected to fall below visibility of less than 5 miles and ceilings of 2,500 feet.

  6. Flight:

    During the flight experience the pilot must be in contact with appropriate support services and facilities such as: air traffic controller, flight service stations, and UNICOM.

  7. Flight Proposal:

    It is anticipated that flight proposals can come from any grade level or course offering. Subjects such as aerospace programs, allied arts, industrial education, ecology, urban and regional planning, and earth science are examples of courses that might include such flights.

  8. Judgment:

    It is the concern of the BOARD that if at any time weather, aircraft, or pilot are not appropriate for flight, the flight will not take place.
