Excepting Special Education, the minimum enrollment for a class is fifteen (15)
pupils; the SUPERINTENDENT may approve a class of less than fifteen (15)
pupils when economic and educational implications warrant such approval.
Wherever feasible under the circumstances (e.g., availability of staff and
facilities) in both elementary and secondary schools, the following standards are
recommended for regular classes (excluding music, physical education, etc.):
No class should have more than thirty (30) pupils.
Classes containing concentrations of disadvantaged pupils should be
reduced to a number which permits optimum learning opportunities for
such pupils.
No teacher should be assigned the class responsibility, regardless of the
size of her/his classes, for more than 135 pupils.
