Tuition: Nonresident Determination, Contracts, Remissions, Foreign Students, State Reimbursements
The Madison public schools are maintained tuition-free to all persons of school age who
are residents of the Madison Metropolitan School District. Notwithstanding Board
Policy 4025 and 4027, nonresident pupils may be enrolled in the Madison public
schools subject to the payment of such tuition fees as are fixed annually by the BOARD
in accordance with the formula prescribed by state statute. All nonresident admissions
must be reapproved annually.

Tuition: Nonresident Determination, Contracts, Remissions, Foreign Students, State Reimbursements
- Determination as to residency and remission of Tuition shall initially be
made by the REGISTRAR.
- Individual Tuition contracts are required for nonresident pupils and are
payable in advance. Payment shall be made to the REGISTRAR on a
monthly, semester, or yearly basis.
- The REGISTRAR may allow remission of Tuition providing:
- The nonresident pupil is residing in the District clearly and
necessarily for purposes other than primarily that of
attending school.
- The nonresident pupil is a refugee child and registers that
status with the REGISTRAR.
- A student in kindergarten through 11 grade who becomes a
nonresident because his/her parent(s) no longer reside in
the School District is enabled to complete the current school
year. A student who has gained 12 grade status in a high
school and is a resident of the School District at the time of
gaining such status may complete 12 grade at the high
school.

- A school board shall permit a pupil to whom all of the
following apply to attend school in the school district in the
current school year without payment of tuition:
- The pupil was a resident of the school district on the
2nd Friday in January of the previous school year.
- The pupil was enrolled in the school district
continuously from the 2nd Friday in January of the
previous school year to the end of the school term of
the previous school year.
- The pupil ceased to be a resident of the school
district after the first Monday in February of the
previous school year.
- The pupil continues to be a resident of this state.
- If a pupil attends school in a school district outside
the pupil's school district of residence under par. (a), s.
118.51(12), (14), (16) and (17) apply to the pupil as if the
pupil were attending school in a nonresident school district
under s. 118.51. If the pupil is rejected as a result of s.
118.51(12)(a), prohibited from attending as a result of s.
118.51(12)(b) 1. or transferred as a result of s.
118.51(12)(b)2., s. 118.51(9) applies.
- A veteran is returning to high school who otherwise would
be subject to the Tuition charge.
- All nonimmigrant alien pupils in the District on a F-1 Student Visa pay
nonresident Tuition.
- As a precondition to registration at the beginning of each
school year, each nonimmigrant alien pupil on a F-1 Student
Visa shall pay in full his/her Tuition for the upcoming year to
the REGISTRAR.
- Appeal from a determination of nonresidence or nonremission of Tuition
by the REGISTRAR shall be as follows:
- To the SUPERINTENDENT or designee within five (5) days
from the date of notice of the REGISTRAR'S determination.
- Following the SUPERINTENDENT'S review and
determination, notice of appeal must be made to the
BOARD within ten (10) days after notice of the
SUPERINTENDENT'S decision has been made, or the
SUPERINTENDENT'S decision shall become final.
- State Tuition payments shall be made in accordance with s. 121.79, Wis.
Stats.
- Tuition Payment for Parents:
- "All tuition shall be calculated under s. 121.83 unless the State
Superintendent approves an alternative procedure consistent with s. 121.75."

- Tuition Payments by School District:
- "Upon the approval of the State Superintendent, the school board of the
district of residence and the school board of the district of attendance may
make a written agreement to permit an elementary or high school pupil to
attend a public school, including an out-of-state school, outside the school
district of residence, and the school district of residence shall pay the
tuition" pursuant to s.121.78(1), Wis. Stats.

- Reorganized Districts:
- In cases of district reorganizations (annexations or attachments are
considered reorganizations), 11th and 12th grade pupils may complete
their schooling at the resident school prior to reorganization and the new
district shall pay the tuition pursuant to s.121.78(2), Wis. Stats.
