Foreign Exchange Students Reciprocity

  1. The foreign or exchange student shall be represented by a bona fide organization recognized by the BOARD, and there shall be a reciprocal provision whereby a pupil of the Madison Metropolitan School District shall be able to enroll in a foreign school under essentially the same conditions as a foreign student may enroll in a Madison Metropolitan School District school.
    1. The fiscal responsibility of the organization shall have been established and accepted by the BOARD.
    2. The organization shall have a legally accepted existence.
  2. The organization representing the foreign student shall establish, to the satisfaction of the BOARD, that adult supervision has been established in this school district with the power of the supervisor to act in loco parentis, and that the adult supervisor is financially and otherwise responsible.
  3. The BOARD reserves the right to accept or reject a foreign exchange student requesting a waiver of tuition.
  4. All credentials or other data supporting the request of the proposed exchange student shall be furnished the REGISTRAR prior to the time when the prospective student exits from her/his native country.
    1. The BOARD reserves the right to examine the request and the credentials of the student for whom the application is being made.
    2. All processing of requests shall be made through the REGISTRAR, and the REGISTRAR shall make her/his recommendations to the SUPERINTENDENT and to the school to which a foreign exchange student may be enrolled.
  5. For every foreign exchange student accepted by the Madison Metropolitan School District with a waiver of tuition, the BOARD reserves the right to reciprocity under the same conditions insofar as possible.
  6. Foreign exchange students accepted under this POLICY and PROCEDURE shall be treated as resident pupils.
    1. Foreign students living with their legal parents in the Madison Metropolitan School District shall not be considered under this POLICY and PROCEDURE.
    2. Foreign students entering as individuals (without recognized organiza- tional support) shall not be considered under this POLICY and PROCEDURE, except where the Superintendent has approved an exchange between a foreign student and a student from a family residing within the Madison Metropolitan School District.
