Authorized Transportation

  1. Transportation of public school pupils in grades kindergarten through five may be approved providing:
    1. The distance between the pupil's residence and the school s/he attends exceeds 1-1/2 miles measured by the usual travel route; or
    2. The routes to the school are judged unusually hazardous by the BOARD.
  2. Transportation of public school pupils in grades 6, 7, and 8:
    1. If transportation is available through a common carrier, transportation is not provided for a pupil in grades 6, 7, or 8, except, (1) at the discretion of the middle school building PRINCIPAL, an indigent pupil as defined herein may be provided transportation assistance or (2) as determined by the BOARD, pupils who attend certain Charter or Magnet schools may be transported.
    2. For purposes of receiving transportation assistance, an indigent pupil is defined as (1) a pupil whose distance between his/her residence and the school s/he attends exceeds 1-1/2 miles as measured by the usual travel route and the pupil is eligible for free lunches or reduced priced lunches or who is a member of a Wisconsin work group, or (2) a pupil whose distance between his/her residence and the school s/he attends exceeds 1-1/2 miles as measured by the usual travel route and the pupil receives free or reduced lunch.
    3. Transportation, as determined by the BOARD, may be provided to pupils who attend certain Charter and Magnet schools if:
      1. The distance between the pupil's residence and the school s/he attends exceeds 1-1/2 miles as measured by the usual travel route or
      2. The routes to the school are judged to be unusually hazardous by the BOARD.

  3. Transportation of pupils in grades 9, 10, 11, and 12:

    If transportation is available through a common carrier, transportation is not provided for a pupil in grades 9, 10, 11, or 12, except, at the discretion of the high school building PRINCIPAL, an indigent pupil as defined herein may be provided transportation assistance. An indigent pupil is defined as (1) a pupil whose distance between his/her residence and the school s/he attends exceeds 1-1/2 miles as measured by the usual travel route and the pupil is eligible for free lunches or reduced priced lunches or who is a member of a Wisconsin work group, or (2) a pupil whose distance between his/her residence and the school s/he attends exceeds 1-1/2 miles as measured by the usual travel route and the pupil receives free or reduced lunch.

  4. Students with disabilities enrolled in special education programs may be transported at the discretion of the BOARD.
  5. Transportation of pupils to private or parochial schools shall comply with s. 121.54.
  6. The Madison Metropolitan School District will be responsible for the transportation of students who qualify for such services, as outlined in BOARD POLICY 5111, from their place of residence to their assigned school, and upon completion of their normal school day, from that school to their place of residence. Whenever practical, i.e., when it will not cause an alteration to the established route or result in additional expense to the BOARD, a student eligible as defined above will be transported to a place other than her/his place of residence at the request of the parent or legal guardian. Requests for transportation to a place other than the place of residence must be submitted in writing to the Supervisor of Transportation. Any request resulting in additional expense to the BOARD will be denied.

  1. Transportation of kindergarten through grade five pupils who attend private schools or parochial schools shall be provided if:
    1. The pupil resides in the Madison Metropolitan School District;
    2. The routes to the school are judged unusually hazardous by the BOARD and indicated in the Unusual Hazards Plan filed in compliance with s. 121.54(9);
    3. The private school is located more than 1-1/2 miles from the pupil's residence;
    4. The private school is located in the assigned attendance area (school) for the pupil; or
    5. The private or parochial school is located within the Madison Metropolitan School District or not more than five miles beyond the Madison District boundary measured along the usually traveled route.
  2. Whenever circumstances involve extreme difficulty in scheduling transportation routes, or result in exorbitant costs, the BOARD may contract with a pupil's parents or guardian for transportation.
    1. Payment for each pupil shall not be less than $5.00 times the distance in miles between the pupil's residence and the private school attended.
    2. Payment shall not be more than the School District's average cost per pupil for bus transportation in the previous year exclusive of transportation for kindergarten pupils during the noon hour and for handicapped pupils, but the payment shall not exceed the actual cost of such transportation.

  3. A student with a disability enrolled in a special education program shall be transported providing:
    1. The pupil's disability necessitates such consideration;
    2. The special education program is housed in a building outside the pupil's attendance area; or
    3. Transportation between school buildings or between a school building and a designated location shall be provided to those pupils whose authorized instructional program necessitates such travel.
  4. A pupil who has a physical handicap which does not require special education programming may be provided transportation upon presentation of a physician's written statement of the nature of the disability and the duration of the need for transportation. All such requests must be forwarded to the DIRECTOR OF STUDENT SERVICES or his/her designee for approval.
  5. A pupil temporarily assigned to a school building other than that of her/his attendance area shall be transported to the assigned building for the duration of her/his assignment.
  6. Transportation will be provided only on a basis of one round trip for kindergarten or for private or parochial school attendance, but not both.
  7. Unless otherwise designated, pupil transportation is a function of the Office of Transportation Services.
