Lussier Stadium

  1. The PRINCIPALS, as administrative heads of their school, are responsible for the proper conduct of their coaches, players, student body, and all other spectators at their school sponsored event.
  2. For MMSD sponsored events, the host school PRINCIPAL or his/her delegated representative functioning as the game manager makes all administrative decisions during the event, including decisions related to the safety of the athletes, spectators, coaches, employees and others who are in attendance at the athletic event.
  3. For non-MMSD sponsored events, the Coordinator of Athletics or his/her designee shall have the authority to make all administrative decisions during the event, including decisions related to the safety of the athletes, spectators, coaches, employees, and others who are in attendance at the athletic event.
  4. The Game Manager will determine home and away accommodations, including the areas designated to be used by the team.
  5. The down box shall be on the east side of the field and the yard line personnel, and the field person working with the scoreboard operator in the press box, shall operate from the east side of the field.
  6. All spectators are required to enter and leave the stadium as directed. No unauthorized personnel shall be on the track or field at any time.
  7. Most of the equipment that is necessary to support an athletic event (i.e., yardage chains and down indicator, stretchers, chain officials identification vests, timer's gun, spotter headphones, field public address system, microphone, battery-powered megaphone and ticket booths) are available to the host school from the stadium's Caretaker. Towels, first aid equipment, and game balls are furnished by the participating schools.
  8. The stadium is open to the public one hour before a contest and to the players one and one-half hours before the game unless specific directions to the contrary are submitted to the Building Services Department.
  9. The duties of the host school are as follows:
    1. Provide supplies, ticket sellers, cash boxes, and ticket rolls sufficient to manage at least two ticket booths. (Three booths are available.) It is suggested that a minimum of two ticket takers be employed at each of the two entrance gates to the stadium. General public admission to the stadium begins sixty minutes prior to the start of the event.
    2. Provide minimum adult supervision:
      1. One school staff member who shall be assigned to the press box. This person handles all emergency telephone calls to the outside and all incoming calls. This person also supervises the actions of the game public address announcer, makes decisions on what, if any, announcements are given over the public address system and when they are made, and is also responsible for admitting only authorized personnel to the press box.
      2. Two police officers who shall be assigned to patrol the stadium area, including the ticket booth area, parking lot, and grandstands.
      3. Two supervisors who shall be assigned to monitor fan conduct in the grandstands and on the grounds.
      4. Add additional supervision as the event may require.
    3. Confirm arrangements with the Madison Police Department to provide police supervision on Pflaum Road at the completion of events.
    4. Secure the necessary building permits at least one week in advance for use of the facilities. (Season permits will be processed several weeks in advance.) Notify Building Services of special needs, i.e., homecoming floats, at least three days prior to the event.
  10. The duties and responsibilities of Building Services are as follows:
    1. Maintain the stadium bleachers, press box, lockers/restroom, football field, baseball diamond, track and field event areas, plus supervise the mechanical operations of these facilities when they are being used for public events.
    2. The stadium Caretaker's responsibilities are as follows:
      1. Make the facilities available at the proper time: Open the team locker rooms 90 minutes before the start of the event and the admission gates 60 minutes before game time, unless the Building Permit states otherwise. Each team is responsible for the security of its own locker room and is given a key by the Caretaker and/or game manager for this purpose.
      2. Issue game equipment to authorized officials.
      3. Oversee the mechanical operations of all equipment in use during the event.
      4. Open additional exit gates (north and south ramps) shortly before the activity ends. (e.g., At the beginning of 4th quarter of a football game.)
    3. The stadium Caretaker receives orders directly from the Building Services Supervisor, except during the time of an event.
  11. The duties of the District's Coordinator of Athletics are as follows:
    1. Act as the Administrator in charge of the facility and approve/deny requests for the use of facility.
    2. Act in liaison with the schools, Building Services, the MADISON SCHOOL AND COMMUNITY RECREATION DEPARTMENT, and the Parks Department on matters relating to the general operation of the facilities.
    3. Hire football scoreboard timer operators and field timers for all MMSD home games.
  12. Permits to use the football field, track, baseball diamond, and dressing rooms are initiated by the host school or sponsoring agency; acted upon by the District's Coordinator of Athletics, and issued by the Building Permit office. Use of the track by physical education classes also requires building permits issued by the Building Permit office (only).
  13. Authorized personnel that shall be accommodated in the press box are:
    1. Host school game manager;
    2. Press box supervisor;
    3. Scoreboard operator;
    4. Scoreboard timer;
    5. Public address announcer and spotter;
    6. Home team spotter;
    7. Visiting team spotter;
    8. Home team video photographer;
    9. Visiting team photographer;
    10. One radio broadcaster and up to three assistants from each approved station;
    11. One newspaper writer from each of the reporting newspapers.
  14. The concessions for MMSD school sponsored athletic events are managed and operated by the host school's Booster Club.
  15. City Ordinances affecting Lussier Stadium apply to all persons attending school sponsored events.
