Board of Education Policies and Procedures
- BOARD OF EDUCATION: hereafter called BOARD.
- See BOARD Policy 1171 with statute references.
- PRESIDENT OF THE BOARD: hereafter called BOARD PRESIDENT.
- The BOARD PRESIDENT is elected from the membership of the BOARD. The
primary duties include developing the agenda for the regular BOARD meetings,
appointing the chairpersons of all standing committees, and discharging the
responsibilities of the BOARD PRESIDENT as outlined in BOARD Policy. The
BOARD PRESIDENT or her/his designee shall have the duties set forth in
Wisconsin Statutes Section 120.44 and 120.15.
- VICE PRESIDENT OF THE BOARD:
- The VICE PRESIDENT of the BOARD is elected from the membership of the
BOARD. In the absence of the BOARD PRESIDENT, the VICE PRESIDENT
shall have the same powers and duties as the BOARD PRESIDENT.
- CLERK OF THE BOARD:
- The CLERK OF THE BOARD is elected from the membership of the BOARD.
The duties of the CLERK are set forth in Wisconsin Statutes Section 120.44 and
120.17.
- TREASURER OF THE BOARD:
- The TREASURER OF THE BOARD is elected from the membership of the
BOARD. The duties of the TREASURER are set forth in Wisconsin Statutes
Section 120.16 and 120.44.
- SECRETARY OF THE BOARD:
- The SECRETARY OF THE BOARD is not a member of the BOARD, but s/he
acts as the CLERK's designee and has the powers delegated to her/him that the
BOARD deems appropriate. Such powers include, but are not limited to,
approving and signing grants and grant applications, providing public notice of
meetings of the BOARD, recording actions of the BOARD at its regular
meetings, signing contracts on behalf of the BOARD that do not exceed a value
of $15,000, provided that such contracts have been reviewed by Legal Counsel,
that such contracts are not related to salaries, and that if such contracts have a
fiscal note, the BOARD has approved the expenditure for the contracts.
- SUPERINTENDENT OF SCHOOLS: hereafter called SUPERINTENDENT.
- The SUPERINTENDENT will carry out the Policies of the BOARD and
administer the school system, and may delegate authority and responsibility to
any member of the STAFF. Where such authority and responsibility are
delegated by the SUPERINTENDENT, the recipient of such authority and
responsibility shall be directly responsible to the SUPERINTENDENT in carrying
out the delegated responsibility and authority.
- ASSISTANT SUPERINTENDENT FOR INSTRUCTION OR BUSINESS:
- Unless otherwise determined by the Superintendent, in the absence of the
SUPERINTENDENT from the School District, either an INSTRUCTIONAL
ASSISTANT SUPERINTENDENT or the ASSISTANT SUPERINTENDENT FOR
BUSINESS, or her/his designee, shall have the same powers and duties as the
SUPERINTENDENT.
- ACTING SUPERINTENDENT:
- In the absence of the SUPERINTENDENT an ASSISTANT SUPERINTENDENT
or other appropriate staff member shall be designated by the
SUPERINTENDENT as the ACTING SUPERINTENDENT, who shall have the
same powers and duties as the SUPERINTENDENT.
- ADMINISTRATIVE STAFF: hereafter called STAFF.
- All personnel of the School District staff shall be responsible to the
SUPERINTENDENT. Failure to abide by and conform to BOARD POLICY may
be considered insubordination by the SUPERINTENDENT.
- ADMINISTRATIVE PROCEDURE: hereafter called PROCEDURE.
- Insofar as possible, PROCEDURE will be separated from BOARD POLICY.
However, in all cases where a PROCEDURE is necessary or essential to a
POLICY, the PROCEDURE shall be submitted to the BOARD and considered as
a part of the POLICY.
