Beginning with the 1997-1998 school year, the state reports the Wisconsin Reading Comprehension Test results by proficiency levels. Cut points for these proficiency levels were determined through a consensus process using Wisconsin teachers. Staff from the Wisconsin Department of Public Instruction facilitated this process. It is no longer possible to compare results from previous third grade reading assessments to those currently reported. Cutpoints by year are provided below:

Information on the Wisconsin Reading Comprehension Test
The Wisconsin Reading Comprehension Test, developed by the Wisconsin Department of Public Instruction in conjunction with a statewide advisory committee, was administered for the first time in the spring of 1989. The test consists of multiple-choice reading comprehension items tied to passages, which are typical of what third graders read in school. The Wisconsin Reading Comprehension Test has three purposes:
1. To identify the reading level of students with respect to a statewide
performance standard
2. To provide districts with information that will help them evaluate
the effectiveness of their primary reading programs, and
3. To allow school districts to compare the performance of their students
with state performance levels
