The $46 billion biennial state budget is the most important bill introduced in every two year legislative session. It is the only bill introduced that must pass both houses and be signed by the governor. It contains all the authorized spending for every program in state government.
The education budget has the potential to adversely effect Madison schools. The budget proposes to only fund Student Achievement Guarantee in Education (SAGE) schools when the low-income enrollment exceeds 50%. SAGE has received four successive glowing annual academic evaluations from UW-Milwaukee researchers, who also observed orderly classrooms with students receiving one on one attention from teachers.
In the special education area, the reimbursement rate from the state to local districts for mandated programs and services drops from 36% to 33%. In the Limited English Proficiency program, the reimbursement rate falls from 18%-17%.
Since 1993, schools have labored under state-imposed revenue limits designed to keep property taxes low. However, there is no local revenue limit flexibility for school districts pressed by higher heating and fuel costs, the need for classroom technology and the mandate to pay for special education programs.
