InSTEP: Individualized Student Education Plan

Before you begin an InSTEP:

  1. Referral is made
  2. Begin Classroom Action Summary (CAS) process (this must be done before InSTEP is initiated)
    • fill out form
    • review peer group data
  3. TAG Resource Teacher and Classroom teacher discuss classroom differentiation strategies
  4. Try different strategies in classroom

Then:

If the Classroom Action Summary (CAS) has exhausted the available in-class options, then begin the formal InSTEP process. Remember, that new classroom alternatives may present themselves as you complete the InSTEP process. Be sure to let the DATA drive decision making. Do not use the InSTEP to validate an option ahead of time; use the InSTEP to develop options.

The InSTEP is our opportunity to assure that students receive the best available option. It lets parents and teachers make decisions based on data and not through preconceptions and assumptions.

Don't label students, rather look for areas where the current programing is lacking and address programming needs.

InSTEP Process Flowchart

  1. Records Review (historical) from cumulative folder.
  2. Look at:

    • report card(s)
    • former InSTEPs
    • IEP’s?
    • test scores; standardized/classroom; performance [referred student and all peers’ scores]

    In addition to cumulative folder look at:

    • Observations
    • Anecdotal notes (from teachers, parent(s)/guardian(s), student)

  3. Interview People

    • parent(s)/guardian(s)
    • teachers – present/past
    • student
    • specials teachers
    • support staff
    • outside sources

  4. Planning Meeting (Educational staff)
    • Include an administrator (or designee)
    • If acceleration (course or grade) is being considered, include higher grade level teacher
    • Content Area Specialist (School or Doyle)

    Agenda:

    • Do you need additional assessment?
    • Do you need to do observation(s)/interview(s)?
    • Brainstorm viable options
    • Who does what by what date?

  5. Sharing Meeting (Educational Staff + parent(s)/Guardian(s) + student)
  6. ** (Parent(s)/guardian(s)/student may have additional viable options)

  7. Sign Off Option or Explore Option Further, and/or give 3 days for consideration by parents/student
  8. Implementation of Option
    • Communication with teachers for option on-going during next two weeks
    • Transportation issues
    • Communication with teachers to monitor on a quarterly basis
    • Update InSTEP annually
