How Are Schools Selected?

  • Federal guidelines state that any school above the District's average level of poverty is eligible to receive Title I funds.

  • In keeping with our commitment to early intervention and helping all students to be skilled readers by the end of 3rd grade, Madison's Title I program focuses on elementary schools.

  • The 19 elementary schools served by Title I have levels of poverty ranging from 67% to 27%. The District's average level of poverty was 27%.

  • Types of Title I Schools (see Participating Schools & Staff).

Targeted Assistance: This is the traditional Title I program where designated Title I teachers, supported by federal funds, work with students who are identified as needing special assistance. 10 of the 19 Title I schools in Madison receive targeted assistance.

School Wide Title I: Beginning in 1995-96, schools with at least 50% poverty became eligible to become schoolwide projects. In a schoolwide project, Title I funds are used to develop school reform strategies that will help all students to meet high standards. Funds may be used for the benefit of all children in the school. Eight Madison elementary schools are currently schoolwide projects. One school will begin the schoolwide process in January 2000.
