Given the fiscal constraints faced by the MMSD, a functional analysis of
all district programs and activities is being conducted. All of the
functions/subfunctions of the MMSD have been identified by department,
division and unit. Each function/subfunction will be assigned to one of
nine categories to develop a decision model which will assist the district
in identifying those functions for potential reduction that would have the
least negative impact on the overall quality of the Madison Metropolitan
School District.
Listing of all Functions/Subfunctions
Each department and division submitted their own functions/subfunctions
as the first step in the functional analysis. In most cases, subfunctions
are composed of many work tasks, which are not shown. Because MSCR
(Madison School-Community Recreation) is now funded through a separate
revenue stream, their functions/subfunctions are not listed in this
document.
Categories of Assignment for Functions/Subfunctions, Descriptors of
Each & Examples of Screening Variables
The categories for assignment of the functions/subfunctions are listed
below, with a brief description next to each. The bullets underneath each
category are examples of the screening variables that will eventually be
used to assess the impact of the function/subfunction on the operations and
the quality of the operations of the school district. Each of the
identified functions/subfunctions will ultimately be assigned to the one
category that is most applicable.
